A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDMONDS,
WASHINGTON, DECLARING THE NEED FOR THE HOUSING AUTHORITY OF
SNOHOMISH COUNTY TO OPERATE WITHIN THE BOUNDARIES OF THE CITY OF
EDMONDS.
WHEREAS, the City of Edmonds, Washington has not yet activated the
Housing Authority of the City of Edmonds pursuant to chapter 35.82 RCW; and,
WHEREAS, RCW 35.82.070 (13) provides that a housing authority may
exercise its powers outside of its area of operation under certain conditions; and
WHEREAS, the Housing Authority of Snohomish County (the
"Authority)" desires to acquire and operate two existing complexes known as Olympic
View and Sound View located at 303 Howell Way and 417 Third Avenue South in the
City (the "Projects"); and
WHEREAS, the City Council has determined that there is a need for the
Authority to exercise its powers with the City in connection with the Projects; now,
therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
Section 1. Declaration of Need. The City declares that there is a need for
a housing authority to exercise its powers within the boundaries of the city in connection
with the acquisition and operation of the Olympic View and Sound View (the 'Projects"),
and hereby requests and authorizes the Housing Authority of Snohomish County to so
exercise its powers in connection with the Projects. A legal description of the Projects'
area is attached hereto as Exhibit A and incorporated by this reference as if herein set
forth.
