A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDMONDS, WASHINGTON, ADOPTING THE NATIONAL
INCIDENT MANAGEMENT SYSTEM (NIMS)
WHEREAS, the City of Edmonds currently uses the Incident Management
System as referred to in the National Incident Management System (NIMS); and,
WHEREAS, the Department of Homeland Security has adopted the NIMS; and,
WHEREAS, the Department of Homeland Security requires Federal, State,
Territorial, Tribal, and Local government entities to adopt the NIMS; and,
WHEREAS, the City Council recognizes the need for a single Incident
Management System to be used by all co-operating and partner agencies and disciplines; and
WHEREAS, the City Council finds the adoption of the National Incident
Management System to be in the best interest of the City, now, therefore
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
Section 1. The National Incident Management System is hereby adopted for use
in all incidents, drills and exercises.
Section 2. The National Incident Management System (NIMS) Implementation
Plan, attached hereto as Exhibit A, is hereby adopted by reference to ensure the NIMS is fully
incorporated into all emergency response plans, procedures,' and policies, and to ensure that all
personnel are appropriately trained in the NIMS.

Section 3. The City Clerk is hereby authorized to forward a certified copy of this
resolution to the Emergency Services Coordinating Agency and the City of Edmonds Disaster
Coordinator.

FOREWORD
In Homeland Security Presidential Directive (HSPD)-5, Management of Domestic Incidents, the
President directed the Secretary of Homeland Security to develop, submit for review to the
Homeland Security Council, and administer a National Incident Management System (NIMS).
This system will provide a consistent, nationwide approach for Federal, State, local, and tribal
governments to work effectively and efficiently together to prepare for, prevent, respond to, and
recover from domestic incidents, regardless of cause, size, or complexity.
The NIMS enhances the management of domestic incidents by establishing a single, comprehen-
sive system for incident management and will help achieve greater cooperation among Depart-
ments and agencies at all levels of government. Implementing the NIMS strengthens ESCA's
capability and resolve to fulfill its responsibilities to the local region and its member cities in
times of emergency.
The following NIMS Implementation Plan will help ensure that ESCA and its member cities
have fully incorporated the NIMS into our emergency response plans, procedures, and policies.
This plan also provides guidance for all divisions to ensure that all personnel are appropriately
trained in the NIMS and prepared to effectively and efficiently execute ESCA's duties under the
NRP at all times.

SECTION I: GENERAL
I-1. Purpose
This document establishes the ESCA Regional NIMS Implementation Plan in order to
ensure the Department complies with HSPD-5, Management of Domestic Incidents. HSPD-5
requires all Federal Departments and agencies to adopt the NIMS and use it in their individual
domestic incident management and emergency prevention, preparedness, response, recovery, and
mitigation activities, as well as in support of all actions taken to assist State or local entities.
This plan also illustrates the intended methods of incorporation of the NIMS into the
Department's plans, procedures, policies, and training programs.

I-5. Scope
a. This document outlines how ESCA and the member cities (Brier, Edmonds,
Kenmore, Lynnwood, Mill Creek, Mountlake Terrace and Woodway) plan to
implement the NIMS.
b. The provisions of this document apply to all ESCA and its member cities' plans,
procedures, policies, and training programs, including those fulfilling Emergency
Support Functions under the National Response Plan (NRP) (see Section III).
C. The provisions of this document apply to all sub -components (e.g., agencies, cities,
city departments, etc.) of or operating under the jurisdiction of ESCA.

I-6. Responsibilities
a. The ESCA Director:
(1)
Coordinates the development and execution of the NIMS Implementation
Plan.
(2)
Coordinates and updates emergency management plans for each of the ESCA
cities in compliance with federal, state and local regulations, including the
addition of NIMS components.
(3)
Ensures consistency and interoperability of emergency management plans
and procedures developed by ESCA in accordance with NIMS guidelines.
(4)
Provides exercise and training opportunities for ESCA cities' staffs in
emergency preparedness and response. Incorporates NIMS in exercises and
trainings as appropriate.
(5)
Ensures ESCA staff members stay current in emergency management training
.(including NIMS), increase skills and abilities, and meet professional
standards.
b. Persons with authority over city emergency response programs:

Mayor or City Manager

a) The city or town will have either the Mayor or City Manager in charge
of day-to-day operations in accordance with the city's form of
government. This includes responsibility for obtaining Council
approval of a Resolution adopting NIMS.
b) The Mayor or City Manager assigns a Disaster Coordinator to work
with the ESCA Director to maintain current emergency management
plans, including updating plans to comply with NIMS.
c) The Mayor or City Manager is responsible for ensuring that City Staff
are adequately trained to meet state and federal requirements for
NIMS.
d) The Mayor or City Manager will assign staff to track NIMS traming(s)
for city employees. This information will be provided to the ESCA
Director upon request.

a) The Chief or Director has charge of day-to-day operations for the

SECTION II: CONCEPT OF IMPLEMENTATION
II-1. The Phases of NIMS Adoption
NEWS adoption will include four distinct phases, according to the NEWS Integration
Center.
The first phase will be initial staff training, which will include completion of FEMA's
Emergency Management Institute independent study course on the NIMS, EMI IS-700. The
ESCA Director and the Mayors or City Managers will be responsible for ensuring that all
appropriate employees are fully trained in the NEWS within the individual's jurisdiction.
The second phase will include evaluation of existing plans, policies, and procedures to
identify aspects in need of augmentation for NIMS compliance. In particular, Emergency
Operations Plans (EOPs) must be evaluated for NIMS incorporation.
The third phase will be modification of existing plans, procedures, and policies to reflect
NIMS adoption. This includes modification of any emergency response plans in support of the
NRP and any internal emergency plans.
The fourth phase will verify achievement of the NIMS Integration Center's standards,
including certification and credentialing of employees (further guidance on both forthcoming) as
well as conducting exercises to demonstrate compliance with the standards of the NIMS
Integration Center. It is anticipated that the implementation phases will overlap in order to speed
and strengthen the process.

In addition to new training courses, workshops, and exercises that should be conducted to
facilitate NIMS adoption, current training programs will be enhanced and/or modified to perman-
ently incorporate the NIMS and ensure continued NIMS education. The following table lists

ESCA and its member cities take pride in keeping plans current and maintaining high
standards of emergency management. Several of the plans identified above have been recently
updated as part of the regular cycle and simply need to be adjusted for NIMS. Others are
currently undergoing review. In addition, ESCA has been instrumental in completing regional
plans and ensuring that NIMS is incorporated. These are indicated below.

IV-3. Resource Management
The NIMS emphasizes the importance of maintaining accurate and up-to-date
information on resource management and use as a critical component of domestic incident
management. Refer to FEMA's National Mutual Aid and Resource Management Initiative for
the basis of type, inventory, order and track Federal, State, and local assets to support equipment
and personnel compatibility required for mutual aid agreements. Resource typing definitions for
120 of the most commonly requested response resources are available at:
www.fema.gov/nims/mutual aid.shtm.
