Resolution 10910006.90000 WSS/gjz 4/8/05 RESOLUTION NO. 1091 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, FINDING CONSISTENCY BETWEEN THE CITY'S COMPREHENSIVE PLAN AND ITS DEVELOPMENT REGULATIONS, NOTING THE CITY COUNCIL'S CONCERN REGARDING THE IMPACT OF REDUCED GOVERNMENTAL REVENUES ON ITS CAPITAL IMPROVEMENT PROGRAM, AND CERTIFYING COMPLIANCE OF ITS COMPREHENSIVE PLAN AND DEVELOPMENT REGULATIONS WITH THE GROWTH MANAGEMENT ACT. WHEREAS, the City of Edmonds has adopted a Comprehensive Plan under the provisions of the Growth Management Act, Chapter 36.70A of the Revised Code of Washington, and, WHEREAS, the City Council is required to certify compliance with the Growth Management Act and the consistency of its development regulations and Comprehensive Plan as a requirement for application for loans and funding under the Public Works Trust Fund, and WHEREAS, as have many other local governmental entities in the State of Washington, the City of Edmonds has been severely impacted by the reduction in revenues due to limitations on tax revenues imposed by initiative and the continued and continual reduction in state and federal funding to local agencies, and WHEREAS, the reduction in revenues to the City's general funds severely impacts the City's ability to construct needed public improvements and to maintain those improvements which are already in place, and {WSS597070.DOC;1/00006.900000/} - I - WHEREAS, the City Council has and will convey its concerns to the state legislature in the hopes that additional sources of revenue and funding will be made available so that local government such as the City of Edmonds .can continue to provide adequate basic local services to the community and to maintain the public infrastructure which is essential to the health, safety and welfare of its citizens, and WHEREAS, the City Council acknowledges that its ability to construct public improvements in accordance with its Capital Improvement Plan element of the Comprehensive Plan is falling behind the goals and objectives of its Comprehensive Plan, now, therefore, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. The City Council of the City of Edmonds hereby certifies that its Comprehensive Plan and its development regulations are consistent with each other and in conformance with the goals and objectives of the Growth Management Act of the State of Washington, Chapter 36.70A RCW. Section 2. The City Clerk is hereby authorized to provide a certified copy of this resolution for use by the staff in applications for Public Works Trust Fund loans, and to other appropriate agencies of the State of Washington to signify the City's self certification.
