RESOLUTION NO. 1098
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDMONDS, WASHINGTON, AUTHORIZING APPLICATION
FOR FTA 5309 FUNDS FOR THE EDMONDS CROSSING
PROJECT WA-03-0209.
WHEREAS, the City Council of the City of Edmonds has repeatedly expressed its
support for a multi -modal project to combine rail, bus and ferry traffic at a new location south of
the Port of Edmonds and better described as Point Edwards, and,
WHEREAS, the City is participating in this project with the Washington State
Department of Transportation, and the staff has requested the City Council's approval of an
application for federal funds to construct the project; and
WHEREAS, notification of this project has been circulated to the state of
Washington and its agencies, and to the neighboring communities of South Snohomish and
North King County, many of whom have expressed -their support and approval by resolution; and
WHEREAS, on June 21, 2005 a public hearing was held following notice
published in the City's official newspaper, posted notice and notice posted on the City's web -
site;
WHEREAS, based upon the public testimony adduced at the hearing, the
presentation of staff and Washington State Department of Transportation officials, the City
Council finds it to be in the public interest to proceed with a Grant Application and authorize the
Mayor and staff to sign and submit the necessary applications, certifications and assurances
necessary to comply with UMTA grant requirements, and

The City Council is aware of and cognizant that grant funds are subject to strict
compliance with detailed federal requirements such as the adoption of a Disadvantaged Business
Enterprise (DBE) program, compliance with a wide variety of federal statutes which the City is
not currently subject to, and annual and periodic certifications and reporting requirements, now,
therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
Section 1. The Mayor is hereby authorized through his designated staff to submit
an application for the Edmonds Crossing Project WA-03-0209 for FTA 5309 Funds and to
complete all required certifications and assurances and reports with regard thereto.
Section 2. The City Council hereby states its commitment, if approved for
receipt of such funds, to comply with all federal requirements relating to the use, expenditure and
reporting of such funds.
