A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDMONDS, WASHINGTON, OPPOSING INITIATIVE 912
CONCERNING MOTOR VEHICLE FUEL TAXES IN THE
NOVEMBER 8, 2005 GENERAL ELECTION
WHEREAS, Initiative 912 would repeal a motor vehicle tax rate increase enacted
by the 2005 session of the Legislature for state-wide transportation purposes, and
WHEREAS, Initiative 912 would repeal the motor vehicle fuel tax increases of 3
cents in 2005 and 2006, 2 cents in 2007, and 1.5 cents per gallon in 2008, enacted in 2005 for
transportation purposes, and
WHEREAS, the increases in the motor vehicle fuel tax were enacted by the
Legislature primarily to fund over 270 public transportation projects as part of a state-wide 16
year plan, and
WHEREAS, Initiative 912 would repeal increases in the motor vehicle fuel tax,
approximately 17 percent of the net revenue from the first two steps of which is to be distributed
to towns, cites, and counties for transportation purposes; of which approximately $160,000
would be received annually to the City of Edmonds, and
WHEREAS, Edmonds citizens have consistently indicated that transportation
issues and the need for transportation improvements are high priorities, and
WHEREAS, a well -functioning transportation system is essential to enduring our
economic health and retaining and increasing family -wage jobs, and
WHEREAS, the gas tax is not indexed to inflation which contributes to reducing
the existing level of service over time, and
WHEREAS, Initiative to 912 is contrary to City Council Resolution 1069
approved and adopted on August 3, 2004 which supports state legislative action to address
funding for municipal transportation infrastructure, and
WHEREAS, this Resolution has come before the Edmonds City Council at its
meeting of October 18, 2005, with notice thereof given in the manner required by RCW
42.17.130(1)(a), and
WHEREAS, at said meeting members of the City Council and members of the
public in attendance were afforded an approximately equal opportunity for the expression of
opposing views, and
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
Section 1. The City Council, of the City of Edmonds declares its opposition to
Initiative Measure No. 912 and urges voters to vote "no" on I-912.
