-whereas, Council President David O. garCing has had a long and distinguished 12»year history as a public official on the
Edmonds City Council; and
-whereas, Dave has served with quiet authority and. -style tbs Council Wes`ident for 6 of those 12 years, during which time he has
worked tirelessly through many .diffcult.and iime»consuming. Council issues leading the Council in a well -respected manner
by lending his expertise,_understanding; and e'kperience relating tottie many facets;of government; and

Uhereas, Xr. EarCing has dedicated 12 years of, his- life to public service rand has done so viiih .di.gnity and eloquence. He has
worked unwaveringly through some very' wearisome., as well, as good; fimes while. always retaining his priceless sense of
humor; and - ;
-Whereas, Council President EarCiiig , has served on .many Council Corrimittees"iricluding, but not limited to, Community Transit,
Edmonds Crossing: Project, Chairman,of'the Finance Committee;�Long,kange` Task Forge; Si bhom'i5g County Tomorrow,
Sound Transit, and many committees outside of ttie 'Council -appointments. Her has served ors numerous Council Committees,
ahrdajrs exhibiting excellent guidance, while at the same' :time•being able to, listen: and digest all -sides of; an issue. He has
extraordinary consensus -building skills that proved invaluable during difficult budget processes; and..
Whereas, 'Cvdncd President Titrling,` while serving tile'', as Council President has: been the Chair of the Transportation
Policy. Board for Puget,Sound Regional Policy Board; and a board member of, lioth:Community and; Sound Transit He
'previousiy served as a member of a Govemoi`s !Blue Ribbon .Commission 'on Transportation, ' President of the Public
Education .Foundation for School District #15, President of Cascade Symphony Board- of Directors, and .President of the
