RESOLUTION NO. 948
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDMONDS, WASHINGTON, APPROVING A PUBLICLY
AND PRIVATELY FUNDED ART PROJECT BETWEEN THE
CITIZENS OF EDMONDS, THE ARTS COMMISSION AND
THE SISTER CITY COMMISSION, TO PLACE ARTWORK
ON THE GROUNDS OF THE CITY HALL IN HEKINAN,
JAPAN.
WHEREAS, the City, through its Mayor and Council, finds that it is in the best
interest of the City to promote goodwill, tourism and trade between the City and Hekinan, Japan,
and,
WHEREAS, the Sister City Commission has raised private funds to create a piece
of art commemorating the Fiftieth Anniversary of Hekinan, Japan (the "Artwork "), and,
WHEREAS, the Artwork shall be public art and shall have a prominent place
outside of the new Hekinan City Hall, and,
WHEREAS, the City, through its Mayor and Council, finds that it is in the City's
best interest to grant public funds to create the Artwork, and,
WHEREAS, the Sister City Commission and the Arts Commission will engage an
artist to create the Artwork, and,
WHEREAS, the Artwork shall bear a plaque promoting the City as an attractive
destination, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:

Section 1. That the Sister City Commission and the Arts Commission are hereby
directed to enter into and execute an agreement with an artist to create a piece of art
commemorating the 50th anniversary of Hekinan, Japan, encouraging goodwill and promoting
the City of Edmonds.
Section 2. That the Artwork shall be public art, owned by the City of Edmonds
and placed in a prominent place outside the new City Hall in Hekinan, Japan. The Artwork shall
be placed and'maintained by the City of Hekinan at its expense. Should the Artwork cease to be
maintained and placed in accord with the representations of the City and the directions of the
artist, the City Council may direct its return to Edmonds at its expense.

Section 3. That the Artwork shall bear a plaque which shall promote the City of
