RESOLUTION NO. 950
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDMONDS, WASHINGTON, AMENDING THE CITY'S
ADOPTED FEE SCHEDULES TO INCREASE THE "IN LIEU
OF PARKING" FEE, AUTHORIZING THE CITY CLERK AND
PLANNING DIRECTOR TO AMEND ADOPTED FEE
SCHEDULES TO INCLUDE THE NEW SCHEDULE AND
ESTABLISHING AN EFFECTIVE DATE FOR SUCH
CHANGES.
WHEREAS, the City of Edmonds adopted an "in lieu of parking" fee to provide
an alternative for developers to providing on -site parking in the course of development; and
WHEREAS, the City Council finds that it has been many years since such fee was
adopted and reviewed and that the information acquired by the City, of which the City Council
takes legislative notice, clearly indicates that the cost of providing a parking space, exclusive of
land values, is between $10,000 and $15,000, and that surface parking lots costs are also
significantly in excess of the amounts returned to the City under the current "in lieu of parking"
fee; and
WHEREAS, the City Council finds that the maintenance of a differential between
new construction and remodels is appropriate, given the City's adopted Comprehensive Plan
which encourages both in -fill development and the preservation of existing structures,
particularly in the downtown area, as well as the preservation of the existing downtown
environment, find that these goals can best be promoted through a differential fee which imposes

lower charges on redevelopment and remodel of buildings or changes in use, which, when
originally established or constructed, complied with the City's parking requirements, now,
therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
Section 1. The "in lieu of parking" fee established by and administered under the
provisions of Chapter 17.50 of the Edmonds Community Development Code, are hereby
increased to the following levels:
New Uses or Structures (ECDC 17.50.010(A) and 17.50.070) -
$8,000.
Conversion of existing uses or structures (ECDC 17.50.010(B) and
17.50.070) - $3,000.
Section 2. The City Clerk and Planning Director are hereby authorized to amend
fee schedules maintained in accordance with the City ordinance and resolution to include the new
"in lieu of parking" fees.
Section 3. The fees established by this Resolution shall be effective with respect
to any development permit which vests by the filing of a fully completed building permit
application as defined in the Edmonds Community Development Code on or after April 1, 1999.
