RESOLUTION NO. 965
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDMONDS, WASHINGTON, FINDING THAT THE
PURCHASE OF TWO ADDITIONAL MOBILE COLUMN
LIFTS IS NECESSARILY LIMITED TO A SINGLE SOURCE
OF SUPPLY AND AUTHORIZING THE PURCHASE OF TWO
SUCH LIFTS FROM TALON INDUSTRIES.
WHEREAS, RCW 35.23.352(9) authorizes the City Council in certain situations
to, by resolution, declare that a purchase is clearly limited to a single source of supply within the
near vicinity or that materials, equipment or services are subject to special market conditions;
WHEREAS, in 1997, the City purchased four mobile column lifts from Talon
Industries and that such lifts are, by their design, not interchangeable with the lifts of different
manufacturers' brands; and
WHEREAS, the City Council finds it to be in the public interest to provide for
interchangeability of such devices which are utilized in the fighting of fires and fire rescue; and
WHEREAS, as a part of bid specifications the manufacturer pre -wired the lifts to
accept a total of six, four having been purchased in 1997 and two more available for purchase as
the City purchases a new firetruck; now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
Section 1. The purchase of two mobile column lifts is hereby declared to be
limited to a single source of supply in that the lifts must and should be interchangeable with four

lifts already owned and maintained by the City and are therefore declared to be sole source
purchases.
Section 2. The City is hereby authorized to purchase two mobile column lifts
from Talon Industries, the distributor of Sefac Lifts.
