Resolution 966RESOLUTION NO. 966 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, FINDING THE EXISTENCE OF SUBSTANTIAL NEEDS AND JUSTIFYING THE RECAPTURE OF THE MAXIMUM LAWFUL PROPERTY TAX LEVY FOR THE CITY AT A RATE OF 4.22 %. THIS INCREASE OF CITY REGULAR PROPERTY TAXES OVER THE 1999 LEVY EQUATES TO A RATE EQUAL TO 11.9% OR $748,392. A LEVY OF $.4738 PER $1,000 OF ASSESSED VALUATION FOR EMERGENCY MEDICAL SERVICES AT A RATE EQUAL TO 106% OR $71,660 IS ALSO DETERMINED. WHEREAS, Chapter 84.55 RCW requires cities in excess of 10,000 in population, following public hearing and by separate resolution to find and determine the existence of an emergent need in order to justify tax increases of up to 106% and in excess of the rate of inflation, and WHEREAS, the City Council enters these findings following public hearing prior to raising tax rates, now, therefore, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. The City Council hereby determines in accordance with the requirements of Chapter 84.55 RCW that unmet substantial needs exist which justify the recapture of the maximum lawful levy for the City at a rate of 4.22 %. This increase of its regular property tax levy over 1999 equals 11.9% or $748,392 and a levy of $.4738 per $1,000 of assessed valuation for Emergency Medical Services in total equating to an increase of 106% over -1- 1999 or $71,660, based on the following emergent and/or unanticipated needs for budget year 2000: The City will lose approximately $1.4 million in anticipated revenues due to I -695 and the loss of motor vehicle excise tax and sales tax equalization funds. Section 2. This resolution has been enacted by a vote of the majority plus one of the City Council. It is the City Council's intent, by enacting this resolution, to reserve to itself the ability to levy in this, or any future budget cycle pursuant to RCW 84.55.015 and 84.55.092, the full levy amount permitted under Referendum 47.
