In recognition and appreciation of the
Honorable Barbara S. Fahey
WHEREAS, Barbara S. Fahey served on the Edmonds City Council for two years and was elected
Mayor of the City of Edmonds in the fall of 1995 and assumed her mayoral duties on
January 1,1996; and
WHEREAS, in the last four years she has been recognized for her political leadership,
representing the City of Edmonds on national committees and boards, including the
National League of Cities and United States Conference of Mayors Community and
Economic Development Policy Committees and the Association of Washington
Cities board; she is a founding member of the Cascadia Mayors Conference and was
appointed to the Amtrak Mayors Advisory Council; and through this unprecedented
national involvement she has established Edmonds as a presence and influence
among cities throughout the nation, better fostering and bringing back to us fruitful
and innovative ideas; and
WHEREAS, Mayor Fahey is recognized for her leadership and participation in local
organizations, including the Puget Sound Regional Council operations committee
and executive board, the Snohomish County Cities and Towns board, the Snohomish
County Economic Development Council, the Snohomish County Lodging Tax
Advisory Committee, the Snohomish County Tomorrow steering committee,
Edmonds Alliance for Economic Development, SnoCom board, and SERS governing
board; and
WHEREAS, Mayor Fahey fosters international relations through the Hekinan Sister City
program, promoting cultural. awareness, economic and business trade and
educational exchange, celebrating the 50th anniversary of Hekinan, Japan and the 10-
year international city -to -city relationship; and
WHEREAS, Mayor Fahey is a visionary, dedicated to the stewardship of the city as a strong
advocate for acquisition and development of parks, dedicating the children's play
area at City Park, interpretive panels at Edmonds Marsh, Brackett's Landing Park
South, waterfront tideland acquisition, and the Lynndale Park /Skateboard Park, and
winning the National League of Cities award for enrichment of the urban
environment at Brackett's Landing Park South; she was a major force in the year
2000 presidential appropriation of $40 million in state matching grant moneys for
local park projects; and
WHEREAS, Mayor Fahey was instrumental in forging a countywide partnership to implement
the new 800 Megahertz radio system, which will enhance the future safety needs of
police and firefighters into the next century; and
WHEREAS, Mayor Fahey helped lead the public safety bond effort to replace two existing fire
stations, thereby improving suppression and EMS service delivery and the living
and working conditions of Edmonds firefighters; and she supported new equipment
and apparatus acquisitions for the Fire Department to include two new fire engines,
a command unit, two EMT bicycles for rapid response during civic events, and a
new aerial ladder truck, and has furthered the cause of fire and life safety in the
community by issuing proclamations in support of Fire Prevention Week and
Earthquake Preparedness; and
WHEREAS, Mayor Fahey actively supports the citizens of Edmonds by participating in
community events, such as the Edmonds Arts Festival, the Taste of Edmonds, the
Waterfront Festival, DARE graduations, Scandinavian Days, kick -off for Older
Americans' Month, Memorial Day ceremonies, Old Settlers Picnic, the annual Easter
egg hunt and tree lighting ceremony, fundraisers, auctions, little league opening
days, ribbon cuttings, dedications, and much more; and
WHEREAS, Mayor Fahey is an ardent supporter of programs honoring the importance of youth
and family in our community, is a champion of building self- sufficiency among
homeless women, and has been associated with Pathways for Women since the early
1990s, serving as Chairman of the Board; and
WHEREAS, under the guidance and planning of Mayor Fahey, the City developed and
implemented the Comprehensive Human Resources Plan, Total Quality
Management, and the self - insured employee health benefit plan, providing long -
range vision, prudent management, and partnership with the City's employees; she
is committed to the provision of exceptional service for all citizens and has delegated
resources to provide responsive service through TQM; and
WHEREAS, Mayor Fahey has initiated zero -based budgeting during her term in office and has
made managing the City's financial resources a highly reasonable and responsible
task; under her stewardship, the City achieved awards for outstanding financial
reporting each year of her four -year term; and
WHEREAS, Mayor Fahey has been a participating boss — characterized in her role as lead singer
in the "Hot Peppers' during the annual employee chili cookoff —and has
energetically sought opportunities to promote and recognize excellence in City
employees, and actively including their family members, in events such as the
annual summer picnic and holiday breakfast.
NOW, THEREFORE, be it resolved that the Edmonds City Council recognizes and honors
the leadership of Mayor Barbara S. Fahey and thanks her for her long - lasting contributions to
the citizens and staff of the City of Edmonds. She has established important priorities and
given direction to the City and its citizens in the years ahead.
