RESOLUTION NO. 1102
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDMONDS, WASHINGTON, CALLING FOR AN ELECTION
TO BE HELD ON THE QUESTION OF ANNEXING AN
UNINCORPORATED AREA CONTIGUOUS TO THE CITY OF
EDMONDS, COMMONLY KNOWN AS THE ESPERANCE
AREA OF UNINCORPORATED SNOHOMISH COUNTY
TOGETHER WITH THE SUBMISSION OF A PROPOSITION
TO THE VOTERS OF SAID ANNEXATION AREA
REQUIRING THE PROPERTY TO BE ASSESSED AND
TAXED AT THE SAME RATE AND ON THE SAME BASIS AS
OTHER PROPERTY WITHIN THE CITY UPON
ANNEXATION.
WHEREAS, there exists an island of property completely surrounded by the
municipal boundaries of the City of Edmonds and commonly known as the Esperance
Annexation Area; and
WHEREAS, said unincorporated areas are within the City's potential annexation
area, as set forth in the City's Comprehensive Plan and as recognized by Snohomish County; and
WHEREAS, the annexation of said unincorporated area could serve the best
interests of the City of Edmonds and its citizens; and
WHEREAS, the City Council desires to submit both the question of annexation
and the question of whether the area should be assessed and taxed for the then outstanding
indebtedness of the City to the voters of Esperance; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:

Sectionl. Pursuant to RCW 35A.14.015, the City of Edmonds hereby calls for an
election to be held on November 8, 2005, or such other date as the City Council may
subsequently determine, to submit a proposal for annexation to the electorate of that certain
unincorporated area known as the Esperance Annexation Area.
Section 2. The boundaries of the area to be annexed are hereby as described in
Exhibit A, attached hereto and incorporated herein by this reference as if set forth in full.
Section 3. The number of voters residing within the area to be annexed, as near as
can be reasonably estimated, is 2,300.

Section 4. The City of Edmonds hereby agrees to pay the cost of the annexation
Section 5. A proposition shall also be submitted to the electorate of the territory
sought to be annexed specifying that all property within the area annexed shall, upon annexation, be
assessed and taxed at the same rate and on the same basis as the property within the City of
Edmonds is assessed and taxed to pay for the then outstanding indebtedness of the City.
Section 6. Pursuant to RCW 35A.14.330 and RCW 35A.14.340, proposed zoning
regulations for the area to be annexed shall be established to be effective upon annexation.
Section 7. A certified copy of this Resolution shall be filed with the Snohomish
County Council and the Snohomish County Boundary Review Board.

Beginning at the intersection of the easterly right-of-way margin of SR-104 (Edmonds Way) at
