RESOLUTION NO. 940
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDMONDS, WASHINGTON, AMENDING FEES ADOPTED
PURSUANT TO CHAPTER 15.00 OF THE EDMONDS
COMMUNITY DEVELOPMENT CODE, AND RESOLUTION
NOS. 865 AND 852 TO AMEND THE FEE SCHEDULE FOR
APPLICATIONS AND PERMITS PROCESSED BY THE
PLANNING, PUBLIC WORKS, BUILDING AND
ENGINEERING DEPARTMENTS AS ORIGINALLY
ESTABLISHED BY RESOLUTION NO. 852 AND AMENDED
BY RESOLUTION NO. 865, AUTHORIZING THE
COMMUNITY SERVICES DIRECTOR OR HIS DESIGNEE TO
INCORPORATE SUCH CHANGES IN A CONSOLIDATED
FEE SCHEDULE AND FIXING A TIME WHEN THE SAME
SHALL BECOME EFFECTIVE.
WHEREAS, the Edmonds City Council has determined it appropriate to establish
fees annually by resolution and to increase such application or permit fees based upon periodic
review of such fees; and,
WHEREAS, the City Council fmds that it is appropriate to increase certain fees
as set forth in attached Exhibit A; and
WHEREAS, the City Council finds that the increased revenue generated from
such fees should be utilized to pay the additional costs of processing permits in order to speed the
permitting process and thereby benefit the development community who will pay the increased
fees; now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:

Section 1. The City Council hereby amends the fee schedule adopted pursuant to
Resolution No. 852 and amended by Resolution No. 865 by adopting the attached Exhibit A
Schedule of Fees for the various actions, permits and applications described therein. The
Community Services Director or his designee is hereby authorized to consolidate such
amendments in a new schedule of fees incorporating the fees originally established by Resolution
No. 852 and amended by Resolution No. 865 and this Resolution.
Section 2. This Resolution shall take effect with respect to applications for
permits filed on or after January 1, 1999.

Edmonds Community Development Code Chapter 15.00
C. Building Fees
1. Fees are established pursuant to Title 19 of the Edmonds Community Development Code. Unless provided
otherwise by this section the established fees shall apply. The following fees shall govern applications for
permits specified below:
2. Building Permits fees shall be charged at the following rate:
a) Commercial Permits: All permits relating to other than residential permits as described below shall be
calculated at the rate established in the amended Building Permit Fee Schedule based on 120% of Table
1 -A of the 1997 edition of the Uniform Building Code on file with the City Clerk and City Building
Official.
b) Residential Permits: Permits for the construction including remodels and additions of single - family
residences along with accessory structures such as carports shall be calculated at the rate established in
the amended Building Permit Fee Schedule based on Table 1 -A of the Uniform Building Code on file
with the City Clerk and City Building Official.
c) The determination of value or valuation under the provisions of the 1997 Uniform Building Code shall be
based on the latest edition of Building Valuation Data as published in Building Standards or Codes
Forum magazine, on file with the City Building Official.
d) Plan Review fees: When submittal documents require a plan review, a fee shall be paid at the time of
application submittal. Plan review fees shall be 65% of the calculated building permit fee, are non-
refundable, and are separate and in addition to, all other applicable review and building permit fees.
3. Adult Family Home Compliance permit: $120.
4. Base Building Permit Processing Fee: $30.
5. Cellular Communications permit: Fee based on licensed contractors bid, based on the amended fee schedule of
Table 1 -A of the 1997 Uniform Building Code.
6. Change of Use permit: $90.
7. Deck, dock, sport court, stair and ramp: The construction valuation shall be calculated at $12 per square foot
and the fee shall be based on the amended building permit fee schedule of Table 1 -A of the 1997 Uniform
Building Code.
8. Demolition permit: $180 for primary structure, $50 for secondary structures (i.e., carports, sheds, garages, etc.)
9. Drainage Inspection Fee: $50 per inspection.
10. Drainage Review Fee: $45 per hour, one hour charge minimum.
11. Drainage of Swimming Pool into City Sewer System permit: $50.
12. Factory Built Structure permit: $360 base fee. Foundation and roof framing construction valuation based on
licensed contractors bid based on the amended building permit fee schedule of Table 1 -A of the 1997 Uniform
Building Code.
13. Fence permit: $40.
14. Fire Alarm permit: $150.
15. Fire Sprinkler permit: Fees based on licensed contractors bid for the work, based on the amended building
permit fee schedule of Table 1 -A of the 1997 Uniform Building Code.
15. Grading and fill permit fees: Fees established per the amended Grading Permit Fee Table 33 -A and A -33 -B of
the 1997 edition of the 1997 Uniform Building Code. Copy on file with the City Clerk and City Building
Official.
16. Grease Interceptor: $120.
17. Grease Trap: $60.
18. Hot Tub and Spa: $50 for single family use provided the unit is above grade. Licensed contractors bid for all
other installations based on the amended building permit fee schedule of Table 1 -A of the 1997 Uniform
Building Code.
19. Housing Compliance Inspection: $90 per unit.
20. Hourly Inspection Rate: $45 per hour, one hour minimum.
21. In -Lieu of Parking Inspection Fee: $45 per hour, one hour minimum.
22. Investigation Fee: Investigation fees are in addition to permit fees and are required whenever work for which a
permit is required has been commenced without first obtaining a permit. The investigation fee shall be equal to
the amount of the permit fee.
23. Landscaping Inspection fee: 1% of approved landscaping bond amount.
24. Lawn SprinklerBackflow Check Valve Inspection: $30.
25. Manufactured Coach permit (commercial applications only with valid Conditional Use Permits): $360.
26. Meadowdale Landslide Ordinance review fees at full cost to applicant.
27. Meadowdale Landslide Ordinance Administrative Processing Fee: $150.00.
28. Mechanical Permits: Fees shall be charged based on the amended Mechanical Permit Fee schedule of the 1997
Uniform Mechanical Code. Fee table on file with the City Clerk and City Building Official.
29. Mobile Home Installation permit: $120 when located within designated mobile home parks.
30. Parking Lot permit: Fee based on licensed contractors bid, based on the amended building permit fee schedule
of Table 1 -A of the 1997 Uniform Building Code.
31. Plumbing Permits: Fees shall be charged based on the amended Plumbing Permit Fee schedule of the 1997
Uniform Plumbing Code. Fee table on file with the City Clerk and City Building Official.
32. Relocation of Building permit: $100 within City limits, $100 plus $45 per hour outside City limits, one hour
minimum.
33. Re- inspection Fee: $45 per hour, 'one hour minimum.
34. Re- Roofmg: Fee for commercial buildings based on licensed contractors bid and based on the amended
building permit fee schedule of Table 1 -A of the 1997 Uniform Building Code. For single family re -roofs with
no structural changes the fee is $25,' if structural changes occur the permit fee is based on a licensed contractors
bid.
35. Rockery and Retaining Wall: $90 base fee plus structural plan review fee when applicable at $45 per hour.
36. Satellite Television Antenna: In addition to any fee imposed by ECDC 16.20.030 a flat fee of $30- shall be
charged for inspection of satellite television and antenna installations for single family applications.
Commercial projects shall be based on a licensed contractors bid and be based on the amended building permit
fee schedule of Table 1 -A of the 1997 Uniform Building Code.
37. Sign Permit: $60 base fee plus $2 per square foot of sign area. Additional structural review fees may be
charged when applicable (i.e., free standing pole signs, monument signs, etc.).
38. Street Use Permit: $50 issued on a three year cycle (the next cycle ends January 1, 1999). Street Use permit
renewal fee $25 annually.
39. Swimming Pool: In ground pool fees based on licensed contractors bid and based on the amended building
permit fee schedule of Table 1 -A of the 1997 Uniform Building Code. Above grade single family private pools
$50.
40. Underground Tank (fill, remove, install): $40 per tank.
41. Woodstove/Insert/Pellet Stove permit: $40.
