Resolution 9410006.900000 WSS /gjz 12/11/98 RESOLUTION NO. 941 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, SUPPORTING A REGIONAL 1 % WATER CONSERVATION INITIATIVE TO THE PURVEYOR COMMITTEE IN ACCORDANCE WITH THE DOCUMENTS PREPARED BY THE SEATTLE PUBLIC UTILITIES RESOURCE CONSERVATION SECTION DATED NOVEMBER 30, 1998 AND AGREEING TO THE TERMS OF OPTION I THEREOF. WHEREAS, the City of Seattle has initiated, and the Purveyor Committee created pursuant to interlocal agreement supported, the Seattle Public Utility's development of a regional 1 % Water Conservation Initiative; and WHEREAS, a strong and effective regional conservation response to the Endangered Species Act is a constructive step which the cities, through their water utilities, can take to protect both the City of Edmond's water rights and investments under new federal requirements; and WHEREAS, after due consideration, the City Council of the City of Edmonds determines it appropriate to support Option I, requiring 100% purveyor participation in revised conservation cost allocations; now, therefore, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. The City Council of the City of Edmonds hereby states its support of the Option I for 100% purveyor participation in revised conservation cost allocation under the 218997 -1- Regional 1 % Water Conservation Initiative, thereby agreeing to: 1.1 Support revising cost allocations for existing conservation programs from the current 77 % purveyor /23 % direct service split to a 50%150% split for the years 1999 and 2000; 1.2 Revise the allocation for the 1 % initiative from the current 56 % purveyor /44 % direct service split to a 50 % 150 % split for the years 1999 and 2000; and 1.3 Agree to an increase in purveyor rates as necessary to fund the 1 % Initiative. Section 2. The City Council's support is contingent upon approval of Option I by all participating water purveyors. Section 3. The City Clerk is hereby authorized and directed to forward a certified copy of this Resolution to the City of Seattle, Public Works Utilities, Dianna Gail, Director.
