19H EREAS, DAVID O. EARLING was elected by the City Council to serve as City Council President from
January, 1996, to December, 1996; and
WHEREAS, the MAYOR AND ALL COUNCILMEMBERS recognize and appreciate the superlative
leadership COUNCIL PRESIDENT EARLING brought to the Edmonds City Council during
his tenure; and
WHEREAS, COUNCIL PRESIDENT EARLING executed his duties as Council President with quiet
authority, reasoned thought, concern for community values, and an invaluable sense of
humor; and
WHEREAS, MR. EARLING demonstrated his leadership abilities beyond the confines of the Council by
his dedicated service: to the Regional Transit Authority (RTA) arid his monumental effort to
integrate the City in the seamless::transpgrtation system of the RTA while at the same time
expressing concern that at existing rail speeds within the City be maintained in order to preserve
the safetv'of individual citizens and the traveling public; and ., . .
WHEREAS, He has accomplished all of this while maintaining a united and positiV:e relationship with his
fellow. Councilmembers, representatives of many other municipalities and government
agencies;
NOW, THEREFORE, BE IT RESQLVED, that DAVID O. EARLIN6i be :commended and thanked for his efforts as
Council President while looking forward to his continued participation as Councilmember.
