RESOLUTION NO. 836
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDMONDS, WASHINGTON, ESTABLISHING A DATE AND
TIME FOR A PUBLIC HEARING TO CONSIDER THE
FORMATION OF A LOCAL IMPROVEMENT DISTRICT
PURSUANT TO THE RESOLUTION METHOD FOR THE
PURPOSE OF MAKING STORM, SEWER AND ROADWAY
IMPROVEMENTS BY EXPANDING THE BOUNDARIES OF
LID 214 FORMED TO CONSTRUCT STORM, SEWER AND
ROADWAY IMPROVEMENTS TO THE AREA BOUNDED BY
204TH STREET S.W.; 86TH PLACE WEST; MAIN STREET
AND MAPLEWOOD DRIVE.
WHEREAS, the City of Edmonds formed Local Improvement District #214 for
the purpose of making storm, sewer and roadway improvements to the area bounded by 204th
Street S.W., 86th Place West, Main Street and Maplewood Drive as specified in Ordinance
2978, and
WHEREAS, the owners of properties adjacent to the Local Improvement District
have asked to be included in the district and have provided to the City a letter waiving their right
to protest the formation of a Local Improvement District, and
WHEREAS, the date, time and place of a public hearing to consider the Local
Improvement District and improvement should be established, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:

Section 1. A public hearing shall be conducted before the Edmonds City Council
on March 4, 1996 at 7:00 p.m., or as soon thereafter as the matter may be heard, in the City
Council Chambers in the Plaza Meeting Room of the Anderson Center, Edmonds, Washington
to consider the formation of a Local Improvement District for the purpose of making storm,
sewer and roadway improvements by the expansion of the boundaries of Local Improvement
District #214 and its improvements to the area bounded by 204th Street S.W., 86th Place West,
Main Street and Maplewood Drive as specifically identified in Ordinance No. 2978.
Section 2. The total cost estimate of Local Improvement District #214 as declared
by Ordinance No. 2978 was originally estimated to be approximately $310,000 subject to the
actual construction costs of the project. The amount to be assessed will vary depending upon
the benefits of the property owner. Both street assessments and storm sewer assessments may
be levied. NOTICE IS HEREBY GIVEN THAT THE ACTUAL ASSESSMENTS FOR
THE LOCAL IMPROVEMENT DISTRICT MAY VARY FROM THE ASSESSMENT
ESTIMATES SO LONG AS THEY DO NOT EXCEED A FIGURE EQUAL TO THE
INCREASED TRUE AND FAIR VALUE OF WHAT THE IMPROVEMENT, INCLUDING
STREET LIGHTING, ADDS TO THE PROPERTY.
Section 3. The City Engineer of the City of Edmonds is hereby directed to submit
to the City Council, at or prior to the date of hearing, the estimated cost and expense of the
proposed improvements and a statement of the aggregate valuation of the real estate and
improvements thereon within the proposed improvement district, according to the last valuation
placed on it for general taxation; together with a diagram or print showing thereon the lots,
tracts or parcels of land or other property which will be specifically benefitted thereby, and the

estimated amount of the cost and expense of such improvement to be borne by each such lot,
tract, parcel or parcels of land or other property.
Section 4. Persons who may desire to speak for or against the creation of the
proposed Local Improvement District by the amendment and expansion of the boundaries of
Local Improvement District #214 and the improvements therein as defined by Ordinance 2978
are invited to come in person to the public hearing or to submit written comments to the City
Clerk at Edmonds City Hall.
Section 5. The City Clerk is hereby directed to publish the within resolution,
including attachments A and B reflecting the improvements defined in Local Improvement
District #214 by Ordinance No. 2978 in two consecutive issues of the City of Edmonds official
newspaper; the first date of publication shall be at least 15 days before the hearing date of March
49 1996, in accordance with the requirements of RCW 35.43.140.
Section 6. The City Clerk is hereby directed to mail a copy of the within
resolution including Ordinance No. 2978 and attachments A and B to the owners or reputed
owners of all lots, tracts and parcels of land or other property which shall be benefitted by the
expanded boundaries of proposed Local Improvement District #214; each notice shall be given
at least 15 days before the hearing date of March 4, 1996.
