A RESOLUTION OF THE MA YOR AND CITY COUNCIL OF THE CITY OF EDMONDS
RELATING TO THE EXPERT FANEI. DECISION ON NOISE ISSUES AT SEA -TAC AIRPORT
WHEREAS, the Puget Sound Regional Council, the region's growth and transportation
planning agency under federal and state laws, decided that the proposed third
runway at Sea -Tac Airport was the best way to meet the region's long -term
air transportation capacity needs; and
WHEREAS, following a consultant study that involved review of numerous potential sites
around the region, the Regional. Council concluded in October .1994 that
there was not a suitable site in the region for a major supplemental airport;
and
WHEREAS, the General Assembly approved with an SS percent majority Resolution A-
93-03 that endorsed a third runway at Sea. -Tac Airport, subject to certain
conditions, including a deadline of April 1, 1996 for compliance with the
conditions; and
WHEREAS, the concluding Decision on Noise Issues by the Expert Arbitration Panel,
endorsed by a majority of the Panel, is that the Port has not shown a reduction
in real on- the -ground noise impacts sufficient to satisfy the noise reduction
condition imposed by Resolution A- 93 -03;
NOW, THEREFORE, the Mayor and Edmonds City Council do hereby support: (1)
amending Resolution 93 -03 -3 to remove the deadline of April 1, 1996 and provide for
additional noise reduction measures, based on the recommendations of the Expert Panel; (2)
authorize the expenditure of up to $60,000 from the FY 1996 and FY 1997 contingency
funds to carry out this process, including consultant support, environmental review, a public
hearing, and a General Assembly meeting in July, 199�;\and (3) initiate review of Resolution
