RESOLUTION NO. 852
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDMONDS, WASHINGTON, ADOPTING FEES IN CHAPTER
15.00 OF THE EDMONDS MUNICIPAL CODE RELATING TO
FEES FOR APPLICATIONS AND PERMITS FOR PLANNING,
PUBLIC WORKS, BUILDING, PARK DEDICATION,
PARKING, SEWER CONNECTION, RIGHT -OF -WAY
CONSTRUCTION, SUBDIVISION IMPROVEMENT
INSPECTION, FINAL SUBDIVISION PLAT REVIEW AND
VARIANCE FROM UNDERGROUNDING REQUIREMENTS.
WHEREAS, the Edmonds City Council has determined it appropriate that
application or permit fees for planning, public works, building, park dedication, parking, sewer
connection, right -of -way construction, subdivision improvement inspection, final subdivision plat
review and variance from undergrounding be established by resolution, which shall be reviewed
periodically; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
Section 1. The City Council hereby adopts the attached Exhibit A schedule of
fees for the various actions, permits and applications described therein.
Section 2. This resolution shall take effect upon the effective date of
Edmonds Ordinance No. 3108.

Exhibit A
City of Edmonds Schedule of Fees
A. Planning Fees.
1. Appeals to any decisions of the Architectural Design Board: $100.00.
2. Comprehensive Plan Amendment: $264.00.
3. Conditional Use Permit: $264.00 if reviewed by the hearing examiner or $85.00 if reviewed
by the staff as provided by the Edmonds Community Development Code.
4. Contract Rezone: $317.00.
5. Design Review: $117.00 for projects over 4,000 square feet or four units, whichever occurs
first.
6. Environmental Checklist: A base fee of $85.00 shall be charged for the review of
environmental checklists. This fee is based upon the average time necessary to prepare a
checklist and the average mailing costs necessary to provide notice under this code. In the
event that staff time exceeds 2.5 hours for a checklist, the applicant shall be billed for any
additional staff time for the hourly charges incurred in the review of the checklist at rates in
accordance with a schedule established by the planning director. The planning director is
authorized to waive the $85.00 base fee for a building permit for single - family residential
construction within an area subject to Chapter 19.05 ECDC if, but only if, the landslide
hazard and earth subsidence geotechnical report is submitted in a full, complete and timely
fashion in conjunction with or prior to the date of submittal of the environmental checklist.
Such waiver shall be granted only when the amount of staff time is reduced below the
estimate upon which the standard fee is based.
7. Environmental Impact Statement: Full cost of city review or preparation.
8. Extensions of Time where authorized by this code: 50 percent of original application fee.
9. Housing for the elderly: $32.00.
10. In- lieu -of parking (review fee only): $32.00.
11. Joint use of parking: $32.00.
12. Permit Review (ECDC 20.100.040): $159.00.
13. Planned Residential Development: The fee shall be $607.00 plus $11.00 for each unit
proposed. This fee shall be a total fee for both preliminary and final review.
14. Rezone: $264.00.
15. Shoreline Permit (shoreline permit, shoreline variance, or shoreline conditional use permit):
$422.00.
16. Street Map change: $370.00.
17. Street Vacation: $396.00 plus cost of appraisal (if compensation for value of property
vacated is required, appraisal cost shall be credited to such compensation up to the amount of
such compensation).
18. Subdivisions:
• Formal subdivision: There shall be one total fee for both the preliminary and final plats
of $502.00 plus $11.00 per lot. In the event that a subdivision request is filed in
conjunction with a planned residential development application, the fee shall be reduced
to $106.00 plus $11.00 per lot.
• Short subdivision: $127.00 plus $11.00 per lot.
• Lot line adjustment: $95.00.
19. Text Amendments to the Community Development Code: $264.00.
20. Variance: Applications in RS zone or single - family home wherever located — $132.00. All
others $264.00.
B. Public Works / Engineering Fees
1. , Right -of -Way Construction Permits.
• Fees for permits shall be based on the location and lineal feet of the construction as
shown on the plan and profile. Fees shall be paid to the city before the permit is issued.
• A fee of $30.00 for the first 100 feet and $5.00 for each additional 100 feet or portion
thereof shall be paid for construction or excavation on fully improved streets from back
of walk to back of walk and on the paved surface of partially improved streets.
• A fee for construction or excavation within city rights -of -way beyond the limits of
improvements of the street shall be paid at $30.00 for the first 100 feet and $1.00 for
each additional 100 feet or portion thereof.
• The right -of -way construction permit fees do not apply to work being done in streets
being dedicated to the city as a requirement of a subdivision.
• A disruption fee shall be paid for an excavation to work on underground utilities within
five years of the improvement of a street to city standards. The fee shall equal five times
the construction cost if the excavation is made during the first year after completion of
the street improvement, four times during the second year, three times during the third
year, two times during the fourth year, and equal to the cost of construction during the
fifth year. The public works director shall notify all per -sons with underground facilities
in city rights -of- way as soon as practicable after the. city decides to improve a street, so
that they may coordinate their work with the city and avoid any disruption fee. Failure to
receive notice shall not eliminate the disruption fee if other -wise applicable;
2. Septic or Drainage System: Design review $30; Inspection $30.
3. Sewer Connection /Repair: Inspection $60; reinspection $60.
• If the installation of the sewer was paid for by a local improvement district, the
connection fee shall be equal to the zone front foot cost of like lots located within the
local improvement district which paid for the sewer installation.
• If the sewer was not installed by a local improvement district, the connection fee shall be
the actual cost per zone front foot of installing the sewer. The cost shall be based on
substantiated data and be calculated by the zone- and - termini method of assessment in
accordance with state law. The minimum fee shall be $300.00.
• If the actual cost of installation of the sewer cannot be accurately determined, the sewer
connection fee shall be at the rate per zone front foot set forth in the following schedule:

• All connection fees must be paid to the city before connecting to the sewer. They shall
be exclusive of the cost of side sewers, which are a separate expense of the property
owner.
• In addition to the fees imposed above, the owner of any building with plumbing abutting
on a sewer, or within 200 feet of a sewer, or person who extends at his own costs a city
sewer for 200 feet or more, shall pay a trunk fee as set forth in the following schedule:

6. Subdivision improvement inspection fee: 2.2% of the estimated cost of the improvement.

C. Building Fees
1. Fees established pursuant to Title 19 of the Edmonds Community Development Code:
Unless provided otherwise by this section, the Fees established within the codes pursuant to
Chapter 19 shall apply. The following provisions shall govern applications for permits
pursuant to the following provisions.
a) Building Permits - -fees shall be charged at the following rate:
i) Commercial Permits: All permits relating to other than residential permits as
described below shall be calculated at the rate established in the Adjusted Building
Permit Fee Schedule based on Table 1 -A of the Uniform Building Code.
ii) Residential Permits: Permits for the construction including remodels and additions
of single - family residences along with accessory structures such as carports shall be
calculated at the rate established in the Adjusted Building Permit Fee Schedule based
on Table 1 -A of the Uniform Building Code.
b) Plumbing Permits: Fees shall be charged at a rate equal to 100% of the fees established
pursuant to the fee table of the 1991 Edition of the Uniform Plumbing Code.
c) Mechanical Permits: Fees shall be charged in accordance with the fees established
pursuant to the amended fee table of the 1991 Edition of the Uniform Mechanical Code,
amended pursuant to the fee table on file with the City Clerk with the City of Edmonds
and the Building Official.
2. The determination of value or valuation under the provisions of the Uniform Building Code
shall be based on the latest edition of Building Valuation Data as published in Building
Standards or Codes Forum magazine.
3. Plan Review fees: When submittal documents require a plan review, a fee shall be paid at
the time of submitting the submittal documents for plan review. Said plan review fee shall
be 65% of the building permit fee and are separate and in addition to, permit fees.
4. Adult Family Home Compliance permit $90.
5. Cellular Communications permit fee based on licensed contractors bid, and be based on the
amended fee schedule based on Table 1 -A of the Uniform Building Code.
6. Change of Use permit fee $60.
7. Deck, dock, sport court, stair and ramp construction valuation shall be calculated at $10 per
square foot, and be based on the amended fee schedule based on Table 1 -A of the Uniform
Building Code.
8. Demolition permit $60 for primary structure, $25 for secondary structure..
9. Drainage of Swimming Pool permit $10.
10. Factory Built Structure permit $360.
11. Fence permit $40.
12. Fire Alarm permit fee $50.
13. Fire Sprinkler permit fees are based on the licensed contractors bid for the work, and be
based on the amended fee schedule based on Table 1 -A of the Uniform Building Code.
14. Grading permit fees are established per Appendix Table A -33 -A and A -33 -B of the current
edition of the Uniform Building Code.
15. Housing Compliance inspection $90 per unit.
16. Landscaping Inspection fee 1% of bond amount.
17. Manufactured Coach permit $360.
18. Meadowdale Landslide Ordinance review fees at full cost to applicant.
19. Mobile Home Installation permit $200.
20. Parking lot permit fee based on licensed contractor's bid, and be based on the amended fee
schedule based on Table 1 -A of the Uniform Building Code.
21. Re- roofing permit fee for commercial buildings based on licensed contractors bid, and be
based on the amended fee schedule based on Table 1 -A of the Uniform Building Code.
22. Relocation of Building permit $100 within City limits, $100 plus $40 per hour outside City
limits.
23. Rockery/Retaining Wall permit $60.
24. Satellite Television Antenna: In addition to any fee imposed by Edmonds Community
Development Code 16.20.030 and in -lieu of the fee imposed by the Uniform Building Code,
a flat fee of $30 shall be charged for inspection of satellite television and antenna
installations.
25. Side Sewer permit $60 plus $25 trunk charge per unit.
26. Sign permit $60 + $2 per square foot of sign area.
27. Street Use permit $50. Renewals on a 3 year review cycle $20 per renewal.
28. Swimming pool permit fees based on contractor's bid, and be based on the amended fee
schedule based on Table 1 -A of the Uniform Building Code.
29. Underground Tank permit (removal or fill) $40 per tank.
30. Woodstove & Insert permit $40.
Other Fees.
1. Park dedication (in -lieu fee): $300.00 per dwelling unit.
2. Parking (in -lieu fee): New construction, $4,300 per space; conversions, $2,100 per space.
3. Variance from undergrounding requirement fee: The application fee for any variance request
from the undergrounding requirements of Chapter 18.05 ECDC shall be $80.00. [Ord. 2498,
