RESOLUTION NO. 854
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDMONDS, WASHINGTON, AUTHORIZING APPLICATION
TO THE SNOHOMISH COUNTY CONSERVATION FUTURES
PROGRAM FOR FUNDING ASSISTANCE FOR A
CONSERVATION LAND PROJECT.
WHEREAS, the City Council of the City of Edmonds has approved a
Comprehensive Park and Recreation Plan for the urban areas of Edmonds which identifies open
space on the City's waterfront, and
WHEREAS, State and County funding assistance is authorized and available to
aid in financing the cost of land acquisition for conservation or preservation as parks, and
WHEREAS, the City Council of the City of Edmonds considers it in the public
interest to acquire tideland along the waterfront of the City generally located on Railroad Avenue
bordering Puget Sound, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
Section 1. The Mayor is hereby authorized to make formal application to the
Snohomish County Conservation Futures Program for funding assistance.
Section 2. Any funding assistance so received shall be used in the acquisition of
tidelands owned by Waterfront Park Associates, Inc., the owner of the real property located
immediately south of the proposed park in the City of Edmonds, Washington, known as
Brackett's Landing South.

Section 3. The City's share of the project will be derived from the City's real
estate excise tax. Funding will be considered and appropriation made in the 1997 budget.
Section 4. Any property acquired with financial aid through the Snohomish
County Conservation Futures Program shall be placed and used as an outdoor recreation facility
and retained for such use in perpetuity unless otherwise provided for and agreed to by the City
Council, the Snohomish County Conservation Futures Program, and any other affected county
or state agency.
Section 5. This resolution shall form part of a formal application to the
Snohomish County Conservation Futures Program.
Section 6. That adequate notification has been given and the opportunity for
public input and that published notices have identified affected flood plains and /or wetlands, if
applicable.
