Resolution 8550006.150.091 WSS /gjz 09/18/96 R:09/24/96gj z RESOLUTION NO. 855 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, CHARGING THE MAYOR AND CITY COUNCIL TO TAKE LEADERSHIP RESPONSIBILITY TO FORM A WORKING PARTNERSHIP TO RESOLVE ISSUES RELATING TO THE AT -GRADE CROSSING OF FERRY, RAILROAD, BUS, AUTO, BICYCLE AND PEDESTRIAN TRAFFIC AT THE INTERSECTION OF RAILROAD AVENUE AND MAIN STREET. WHEREAS, the City Council of the City of Edmonds has conditionally approved a Shoreline Substantial Development Permit authorizing renovation of the Washington State Department of Transportation Ferry Facility located at Railroad Avenue and Main Street; and WHEREAS, increased and faster train traffic and increased ferry utilization, combined with existing auto, bicycle and pedestrian traffic at Railroad Avenue and Main Street in the City of Edmonds creates a hazardous and potentially dangerous situation, and WHEREAS, the state highway, state ferry and Amtrac train and station traffic as well as the rail freight traffic are transportation issues and facilities of regional significance, and WHEREAS, the planning, funding and construction of improvements should be a cooperative effort involving the private and public entities which contribute to the traffic or are charged with planning and improving the transportation facilities within the region, NOW, THEREFORE, I4M -1- THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. The Mayor and the City Council hereby charge themselves with the responsibility to assume a leadership position in the development and implementation of a plan to address existing and future safety issues arising from the at -grade crossing of Burlington Northern Railroad tracks by auto, bus, bicycle and pedestrian traffic accessing the train station, ferry terminal, the Port of Edmonds and the City's shoreline park facilities. The Mayor and City Council pledge themselves to pursue a cooperative course of action involving other regional public and private entities, including but not limited to Burlington Northern Railroad, the Washington State Department of Transportation - Ferries Division, Snohomish County, Snohomish County Transit, Kitsap County, organizations of ferry patrons, the Regional Transportation Authority, the Port of Edmonds, Washington State Division of Natural Resources, the Edmonds Chamber of Commerce, and other state and regional entities having a responsibility or interest in ferry traffic and transportation.. The Mayor and Community Services Director are requested to provide sixty (60) day reports. Section 2. The Mayor and staff are directed to review traffic patterns, traffic control devices and other elements of the existing street and the pedestrian walkway system, surrounding the at -grade crossing and to report to the City Council on potential changes and adjustments which could provide either temporary or more long term solutions or improvement to the existing safety problems. Recognizing that existing priorities may impact the preparation 143009 -2- of such report, the staff is requested to provide the report in a timely fashion and to notify the City Council of its time table for a response.
