RESOLUTION NO. 857
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDMONDS AUTHORIZING AN ADDENDUM TO THE
AMENDED INTERLOCAL COOPERATION AGREEMENT
FOR THE MEDIC 7 ADVANCED LIFE SUPPORT PROGRAM.
WHEREAS, the Amended Interlocal Cooperation Agreement for the Medic 7 Advanced
Life Support Program ( "Agreement ") has been executed by the City Council; and
WHEREAS, the Agreement in Paragraph 1 provides that the contracting entity assigns
to Medic 7 its responsibility and authority for advanced life support in its "community "; and
WHEREAS, the term "community" is not defined but is used in RCW 39.34.010 to
describe governmental organization forms which " . . . will accord best with geographic,
economic, population and other factors influencing the needs and development of local
communities "; and
WHEREAS, the entities desire to incorporate these statutory factors for consideration by
the Board when determining whether a jurisdiction's "community" extends beyond its corporate
boundaries to an expanded service area consistent with its larger "community "; and
WHEREAS, an addendum to the Agreement would clarify the existing authorization to
provide the advanced life support services within the jurisdiction's "community" by providing
for specific approval to selected areas geographically adjacent to the parties as being within such
community; and

WHEREAS, it is in the interest of the City of Edmonds that such amendment be made;
NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS HEREBY RESOLVES AS
FOLLOWS:
Section 1. The City Council hereby approves the Addendum to the Amended Interlocal
Cooperation Agreement for the Medic 7 Advanced Life Support Program, attached hereto and
incorporated herein by this reference.
Section 2. This resolution shall be effective immediately upon approval by the City
Council.

FOR THE
MEDIC 7 ADVANCED LIFE SUPPORT PROGRAM
WHEREAS, Chapter 39.34, R.C.W. (Interlocal Cooperation Act)
permits local government units to make the most efficient use of their powers
by enabling them to cooperate with other localities on a basis of mutual
advantage and thereby to provide services and facilities in a manner and
pursuant to forms of governmental organization that will accord best with
geographic, economic, population and other factors influencing the needs and
development of local communities; and
WHEREAS, Snohomish County Public Hospital District No. 2,
Snohomish County Fire District No. 1, the cities of Brier, Edmonds,
Lynnwood, and Mountlake Terrace, and the Town of Woodway (the parties)
wish to continue to provide an Advanced Life Support Program to increase
the availability and Effectiveness of such services to the public at a
reasonable cost; and
• WHEREAS, the parties recognize that from time to time there
might be a mutually beneficial need to extend the services of the Advanced
Life Support Program to selected areas geographically adjacent to parties;
NOW, THEREFORE, BE IT AGREED, upon approval of each of the
agencies in accordance with R.C.W. 39.34.030:
The following new Section 1, MEMBERSHIP, replace the existing
Section in the agreement dated,
1. MEMBERSHIP: The Southwest Snohomish County Advanced
Life Support Division (Medic -7) of the Southwest Snohomish County Public
Safety Communications Agency (SNOCOM) is by agreement continued.
Snohomish County Fire District No. 1, the Cities of Brier, Edmonds,
Lynnwood and Mountlake Terrace, and the Town of Woodway hereby assign
to Medic -7 the responsibility and authority for administering the Advanced
Life Support Program for the purposes of furnishing Paramedics and
equipment for emergencies in the parties' service areas or such other service
areas as agreed to by the Board of Directors.
