RESOLUTION NO. 810
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDMONDS, WASHINGTON, STATING POLICY AS IT
RELATES TO A RECOMMENDATION CONTAINED IN THE
1994 PAINE FIELD MASTER PLAN AND NOISE STUDY.
WHEREAS, the Paine Field Master Plan indicates that adjacent communities
would not be significantly affected by the proposals in the Master Plan, and
WHEREAS, the Part 150 Noise Study Update consists of two elements: noise
exposure maps (which depict existing and future conditions) and the noise compatibility program,
and
WHEREAS, one of the six measures recommended in the Part 150 Noise Study
is to inform potential purchasers of property near Paine Field or the proximity of the airport and
the opportunity to review documents on airport development plans and operations, and
WHEREAS, the following two alternative methods to accomplish this have been
discussed: (1) publish an Airport Information Guide; and (2) the transmittal of a formal Buyer
Notification /Disclosure Statement could be required prior to closing a real estate transaction on
property within a defined "Airport Influence Area," and
WHEREAS, the portions of the City of Edmonds and the entire City of Muldlteo
are considered to be within the "Airport Influence Area," and
WHEREAS, the impact of this proposed language creates a chilling effect on the
attractiveness and thus the resale of properties within the "Airport Influence Area," and

WHEREAS, the implementation of this proposal would significantly impact the
value of real estate in affected cities and subsequently the tax base of Edmonds and the
surrounding communities, and
WHEREAS, the approval of this proposal would result in direct and indirect
impacts which would dramatically change forever the face and character of these communities,
and
WHEREAS, the "Airport Influence Area" as defined by the 1994 Paine Field
Master Plan is based on full development in the year 2010, and
WHEREAS, the noise compatibility program will be reviewed every five years
or sooner if there is significant change in aircraft types or numbers of operation, and
WHEREAS, computer modeling shows that noise levels in areas associated with
aircraft approach and departures may experience a minor increase in noise levels over the next
20 years, primarily due to increased business activity at Boeing and TRAMCO, and
WHEREAS, the Paine Field Master Plan will serve as a long term policy guide
for airport development, and
WHEREAS, we believe that the Snohomish County Council should understand
our far - reaching concerns, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
Section 1. We support the airport publishing an Airport Community Information
Guide, which would include graphic depictions of generalized aircraft flight paths, areas where
noise complaints are received from, airport noise exposure contours, and the airport Noise

Abatement Program. In addition to distribution by the airport to various interested parties and
agencies, this guide would be made available to local realtors to assist them in informing
potential purchasers.
Section 2. We are opposed to the transmittal of a formal Buyer
Notification /Disclosure Statement that could be required prior to closing a real estate transaction
on the property within a defined "Airport Influence Area."
