RESOLUTION NO. 824
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDMONDS, WASHINGTON, AMENDING RESOLUTION 816
RELATING TO THE ANNEXATION OF TRACTS OF LAND
KNOWN AS THE FOREST GLEN NEIGHBORHOOD AND
VICINITY ANNEXATION, TO CLARIFY THAT THE
ANNEXATION AREAS WILL NOT BE REQUIRED TO
ASSUME ANY BONDED INDEBTEDNESS TO THE CITY;
REQUESTING THAT AN ELECTION DATE BE SET ON
NOVEMBER 7, 1995 AND PRESCRIBING THE BALLOT
TITLES FOR SUCH ANNEXATION.
WHEREAS, the City of Edmonds did not request an election date when the
annexation issue for the Forest Glen Neighborhood and Vicinity annexation was approved for
placement on the ballot, and,
WHEREAS, the City finds it inappropriate to clarify that residents of these
annexation areas would not be required to assume such indebtedness upon annexation, and
WHEREAS, the City Council wishes to specify a date and ballot title for such
annexation elections, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
Section 1. Resolution No. 816 approving for the ballot the annexation of the area
known as the Forest Glen Neighborhood and Vicinity Annexation described in said resolution
and in File No. AX- 95 -85, is hereby amended and clarified to state that upon annexation, the
owners of property within the area will not be taxed or otherwise required to pay the obligations
of any bonded indebtedness existing as of the effective date of the annexation. Such exception
from payment of existing bonded indebtedness shall not extend to any bonded indebtedness

occurred after the date of annexation, at which time the property shall be taxed at the same rate
and level as all of the properties of the City of Edmonds with relation to such bonded obligations
incurred in the future.
Section 2. The City Council hereby requests that this matter be placed on the
ballot for November 7, 1995, in conjunction with the General Election held on that date.
Section 3. A certified copy of this resolution shall be forwarded by the City Clerk
to the Snohomish County Boundary Review Board and such other officials of Snohomish County
or as are appropriate to establish the election date.
Section 4. The ballot title for the Forest Glen Neighborhood Annexation shall
provide as follows:
