RESOLUTION NO: 826
A RESOLUTION OF THE EDMONDS CITY COUNCIL COMMENDING RETIRING COUNCILMEMBER
WILLIAM J. KASPER FOR HIS 17 YEARS OF SERVICE TO THE CITY
WHEREAS, WILLIAM J. KASPER•was appointed to the Edmonds City Council June 11, 1979, and was elected by the citizens
thereafter to serve the City for an additional 16 years,.and
WHEREAS, WILLIAM J. KASPER admirably .and conscientiously served the citizens and City with honor and integrity during
his multiple terms in office;'and
WHEREAS, /WILLIAM J. KASPER has made Edmonds a better place to jive and work by his comiriitment to the City. For
over 30 years, Bill has taken an active role'in the Edmonds community.. As far back as 1969; as a private citizen, he
began his quest to relocate the Edmonds Ferry Terminal so the citizens, would have better waterfront access and a
safer, ,less- congested area. 'To this day, Bill has remained.instrumental - in developing•the inultimodal center and
i planning process so,the.ferry ierminal•can be relocated to'Pt: Edwards:.�Bill also-played a iriajor role by working
hard in the creation of the City's Community Services.Department, of which•the fiisfairector:was chosen in 1985 --
' a very significant accomplishment. During his'years.of service, Bill has worn many,did renthats such as real estate
expert, financial analyst, citizen activist, grid 'friend to 'many. For six years, Bill has served on the Board of
Directors for Community Transit; Ilia- -the Board more than once.. During his tenure on the Board, Bill was part

of the team who drafted and eventually adopted the Transit Development ..,, Plan;.which has gre.. atly helped Snohomish
County plan for its future r Bill has also'served.as Counci'1 "President and Mayor PrortTem;several,times over the

WHEREAS, ``� WILLIAM J ` KASPER will always be remembered for his ` "quick'wit,`�sense,of hnmoi �and'his5lo•ve of a good
"fight". Bill has never been,afraid to stand up for whaf he believes in; even if he was the only one who believed it!

NOW, THEREFORE, BE IT RESOLVED, that WILLIAM J. KASPER will be missed and fondly remembered by'all. On behalf
of the citizens of Edmonds, we thank'Bill for an extraordinary,l7 years'of dedication and service'to the City. We
commend him for his countless contributions to city government and wish him the best in his. retirement from the
Edmonds City Council.
