RESOLUTION NO. 766
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EDMONDS, WASHINGTON, ESTABLISHING A
RECYCLED PRODUCT PROCUREMENT POLICY
ESTABLISHING CONTENT STANDARDS.
WHEREAS, the residents of the City of Edmonds
enthusiastically participate in its waste reduction and recycling
programs; and
WHEREAS, the City should also encourage its residents to
recycle by insuring that its internal operations and practices
emphasize recycling and the procurement of recycled and recyclable
materials; and
WHEREAS, the City recognizes its responsibility to
strengthen and expand markets for recycling by purchasing recycled
and recyclable products; and
WHEREAS, it is the goal of the City of Edmonds to limit
its impact on the environment by reducing the quantity of City
generated wastes through recycling and waste reduction; now,
therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
Section 1.. Purpose. The purpose of the City of Edmond's
Procurement Policy is to encourage the purchase of recycled and

recyclable products by City departments and contracts, thereby
supporting the development of markets for these types of products.
Section 2. Definitions. The following definitions shall
apply for this policy:
A. Compost Products. Mulch, soil
amendments, ground cover, or other
landscaping material derived from the
biological or mechanical conversion of
cellulose- containing waste materials.
B. Designated Recycled Product. A product
designated by the User Department,
pursuant to this policy, that meets or
surpasses Edmond's minimum recycled
content standards.
C. Minimum Recycled Content Standards.
Standards that specify the minimum level
of recycled materials and /or post-
consumer recycled materials necessary for
designated products to qualify as
recycled products.
D. Recycled Material. Waste materials and
by- products that have been recovered or
diverted from solid waste and that can be
utilized in place of raw or virgin
material in manufacturing a product and
consists of materials derived from post -
consumer waste, manufacturing waste,
industrial scrap, agricultural wastes,
and other items, all of which can be used
in the manufacture of new or recycled
products.
E. Post - Consumer Waste. A material or
product that has served its intended use
and has been discarded for disposal or
recovery by a final consumer.
F. Practicable. Sufficient in performance
and available at a price equal or less
than an identical product made from
virgin materials.
G. Recyclable Product. A product which,
after its intended use, can demonstrably

be diverted from Edmond's solid waste
stream for use as raw material in the
manufacture of another product.
Section 3. Policies.
A. All City of Edmond's departments shall
use recycled products and recyclable
products whenever practicable.
B. The City of Edmonds shall require its
contractors and consultants to use
recycled products and recyclable products
in fulfilling contractual obligations
whenever practicable.
C. The City of Edmonds shall promote the use
of recycled products and recyclable
products by publicizing its procurement
program.
Section 4. Paper and Paper Products.
A. All imprinted letterhead paper, envelopes
and business cards used by the City of
Edmond's departments shall be recycled
paper and shall bear an imprint
identifying the recycled content of the
paper wherever practicable.
B. City of Edmond's departments should
promote that the title page of each
internal report printed or copied on
recycled paper bears an imprint
identifying the recycled content of the
paper.
C. Requests for bids and proposals issued by
the City of Edmonds shall require
contractors and consultants to:
1. Use recycled paper for
proposals and for any printed
or photocopied material created
pursuant to a contract with the
City of Edmonds whenever
practicable.
2. Use both sides of paper sheets
for reports submitted to the

D. To reduce the volume of paper purchased,
departments shall use both sides of paper
sheets whenever practicable.
Section 5. Responsibilities of the User Department shall
A. Designate recycled products that shall be
purchased whenever practicable.
B. Adopt the standards issued by the State
of Washington Department of General
Administration pursuant to RCW 43.19A for
recycled products and the standards
adopted by the Washington State
Department of Transportation for compost
products, unless the User Department
finds that different standards would
significantly increase recycled product
availability, recycled content, or
competition.
C. Inform personnel responsible for
purchasing of their responsibilities
under this policy, communicate to
departments the list of designated
recycled products, provide departments
with information about recycled product
procurement opportunities, and assemble
an annual report on the status of
implementation to the Edmonds City
Council.
