Resolution 734WSS /klt 12/20/91 RESOLUTION NO. 734 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, EXPRESSING ITS INTENT TO COOPERATE, COORDINATE AND CONSOLIDATE EFFORTS CONCERNING IMPLEMENTATION OF THE GROWTH MANAGEMENT ACT. WHEREAS, cities and counties are required by the Growth Management Act (GMA) to plan for and adopt urban growth areas (UGA's); and, WHEREAS, precedent to adoption of UGA's, a number of actions are necessary which require interaction between Snohomish County and cities therein, including establishment of: Interim Urban Growth Areas (IUGA's) ; deadlines for adoption of final UGA's and Joint Comprehensive Planning Areas (JCPA's); a method to determine CPA's; a process for preparation of comprehensive plans for urbanized and urbanizing areas adjacent to cities; a method by which the County and cities work toward compatible land use policies, development standards, and improvement programs within the UGA's; a commitment by the County and cities to consider each others' plans, policies and regulations in land use decisions and mitigation requirements; a means by which the County and cities will identify 20 year growth areas; and a process by which citizens, special purpose districts and other agencies can participate in the joint planning process; and WHEREAS, various cities within Snohomish County, some of which include Bothell, Brier, Edmonds, Everett, Lynnwood, Mill WSS9409.1/0006.90000 -1- Creek, Mountlake Terrace, Mukilteo, and Woodway, find that it is in the best interest of all participants in the process to cooperate, coordinate and consolidate the cities' efforts when working with Snohomish County on this issue rather than approaching this issue on an individualized basis; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. The City of Edmonds agrees to cooperate and coordinate its efforts to plan and implement the GMA related to urban growth areas with other cities in Snohomish County which indicate a mutual desire to do so. Section 2. The City of Edmonds agrees that the positions of the respective cities should be consolidated for the purpose of interfacing with Snohomish County. Section 3. The City's agreement to cooperate, coordinate and consolidate its efforts with other cities does not in any way preclude the City's ability to work directly with Snohomish County on individualized issues of particular concern to the City.
