RESOLUTION NO. 738
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EDMONDS, WASHINGTON, REQUESTING REVIEW BY
THE SNOHOMISH COUNTY BOUNDARY REVIEW BOARD OF
THE PROPOSED ANNEXATION AND CHANGE OF BOUNDARY
BY THE CITY OF LYNNWOOD OF NORMA BEACH
PURSUANT TO ITS FILING OF NOTICE OF INTENTION.
WHEREAS, the City of Lynnwood has filed its notice of
intention to annex and amend its boundaries to include areas lying
west of the present boundaries of the City of Lynnwood and north of
the current boundaries of the City of Edmonds in an area commonly
known as Norma Beach;
WHEREAS, the City has been contacted repeatedly by
citizens from this area expressing a desire and intention to annex
to the City of Edmonds;
WHEREAS, due to the failure of the City's Emergency
Medical Services Levy, the City Council has determined it
appropriate to continue such services pending an election through
general fund revenues of the City thereby limiting budget and
programs for fiscal year 1992 and has adopted an extremely
conservative fiscal policy in order to ameliorate such budget
effects;
WHEREAS, the City Council believes that the residents of
the Norma Beach area have provided information tending to indicate
a community of interest between the Norma Beach area and the City.

conservative fiscal policy until such times as the exact fiscal
impacts of any proposed annexation of Norma Beach on the City of
Edmonds are known; and
WHEREAS, the Council believes that the public process
would benefit by review by the Boundary Review Board of the
proposed annexation, and particularly the Boundary Review Board's
review of the desires of the residents of the area as previously
expressed in the 1991 annexation election and potential annexation
alternatives in order to determine the most orderly and efficient
provision of public services to the annexation; now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
Section 1. Snohomish County Boundary Review Board is
hereby requested by the City of Edmonds pursuant to RCW 36.93.100
as an affected governmental unit to conduct its review of the
proposal contained in the notice of intention to annex the area
commonly known as Norma Beach filed with the Boundary Review Board
by the City of Lynnwood. The City Council of the City of Edmonds
states its conclusion that it is an affected jurisdiction in that
the proposed annexation area borders the City of Edmonds to its
north, that the City of Edmonds has been approached by residents to
annex the area to itself, and that the citizens' proposal is based
on the assumption that the area's community of interest is greater
with the City of Edmonds and that the City of Edmonds may provide
public services at levels of cost and efficiency at least equal to
that of the City of Lynnwood. The City of Edmonds has made no

final determination regarding said annexation and may not pursuant
to RCW 35A.14.230, until such time as the Boundary Review Board and
the voters, if applicable, have acted upon the proposal of the City
of Lynnwood.
