RESOLUTION NO. 741
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EDMONDS, WASHINGTON, JOINED BY MAYOR
LAURA M. HALL, STATING POLICY AS IT RELATES TO
THE PUGET SOUND REGIONAL AIR TRANSPORTATION
COMMITTEE'S RECOMMENDATIONS.
WHEREAS, on December 4, 1991, the Puget Sound Air
Transportation Committee voted 30 -6 to adopt a preferred
alternative for a multiple airport system;
WHEREAS, on April 11, 1978, the Snohomish County
Commissioners adopted by resolution the "Role for Development of
Paine Field ", and in 1979, the Commissioners further adopted a
policy by resolution, the recommendation of Paine Field Mediation
Panel in accordance with the established "General Aviation" role;
WHEREAS, the Mediated Agreement stipulated that
"development of Paine Field will be predicated on the recognition
that it resides within an established community and will be
sensitive to the quality of life and the surrounding community ";
WHEREAS, based on the 1978 -1979 Mediated Role definition,
Snohomish County allowed Industrial Zoning around Paine Field,
including South Mukilteo (Harbour Pointe Master Plan) to be changed
to Single and Multiple Family Housing;
WHEREAS, the City of Edmonds disagrees with the findings
of the Regional Air Transportation Committee as it relates to Paine
Field; and

WHEREAS, Mayor Laura M. Hall joins the City Council in
declaring the policy of the City; now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
Section 1. The City Council and Mayor of the City of
Edmonds believe that a change in the role of Paine Field is in
direct conflict with established County land use designation.
Section 2. The City Council and Mayor oppose, and will
continue to oppose, the pending recommendation of the Puget Sound
Air Transportation Committee to convert Paine Field into a
commercial airport and to deviate from the 1978 -1979 Mediated Role.
Section 3. The City Council and Mayor hereby affirm the
community's commitment to maintain the present 1978 -1979 Mediated
Role definition.
