RESOLUTION NO. 751
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EDMONDS, WASHINGTON, REQUESTING THE
ASSOCIATION OF WASHINGTON CITIES TO PLACE ON
ITS PRIORITY LIST FOR ITS LOBBYING EFFORTS
WITH WASHINGTON STATE LEGISLATURE AMENDMENTS
TO RCW 42.24.180 TO PROVIDE GREATER
FLEXIBILITY TO COMMUNITIES IN THE REVIEW AND
APPROVAL OR REJECTION OF CHECKS AND WARRANTS.
WHEREAS, RCW 42.24.180 requires review and approval by
the legislative body of the City warrants and checks issued prior
to such approval;
WHEREAS, the City of Edmonds as many other larger
communities throughout the state employs a professional and highly
trained staff of financial officers;
WHEREAS, the City of Edmonds meets every week; and
WHEREAS, the continual review and approval required under
RCW 42.24.180(3) at the next regularly scheduled public meeting is
both unnecessary and unduly burdensome, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
Section 1. Association of Washington cities is requested
to include on its list of legislative priorities amendments to RCW
42.24.180(3) authorizing monthly or other more reasonable review of
checks and warrants. This statutory provision currently requires
review by the City Council at its next scheduled. council meeting of
previously paid checks and warrants. The section fails to take

into account differences in the staff size and meeting procedures
of different communities. For example, a smaller city or town with
a limited financial staff which meets once a month would be
required by the statute to have its city council review and approve
checks and warrants on a monthly basis. The City of Edmonds on the
other hand which meets weekly is required, despite its employment
of certified municipal financial officers and accountants to
perform this function weekly solely by virtue of the fact that the
City has regularly scheduled council meetings. The Association of
Washington Cities is respectfully requested to work toward
amendment of this section to permit a monthly or other reasonable
review of checks and warrants. Amendment of this provision would
not reduce a city's responsibility to review its checks and
warrants but would recognize the inequities imposed under this
section solely because of the meeting schedules of different
communities.
