Resolution 6950006.110.047 WSS /klt 02/13/90 RESOLUTION NO. 695 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, PROVIDING FORMAL NOTICE OF THE CITY COUNCIL'S INTENT TO WITHDRAW FROM THE PUGET SOUND COUNCIL OF GOVERNMENTS EFFECTIVE FOR FISCAL AND CALENDAR YEAR 1991. WHEREAS, the City Council of the City of.Edmonds deems it to be in the interest of the citizens of Edmonds to withdraw from the Puget Sound Council of Governments (PSCOG); and WHEREAS, the City is unable to withdraw for calendar year 1990 but has previously notified the Puget Sound Council of Governments of the City's intent to withdraw and to no longer participate in the activities of the PSCOG, thereby obviating the need for payment of dues for calendar year 1990; and WHEREAS, the City Council finds it appropriate that in limited situations, members of its staff may volunteer their services to PSCOG or Councilmembers participate in the activities of the PSCOG through their participation on other regional governmental entities and wishes to establish rules for such participation; Now, Therefore, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. The.City Council hereby states its intent to withdraw from the Puget Sound Council of Governments effective for the calendar and fiscal year 1991. The City Clerk is hereby directed to provide a copy of this Resolution to the Puget Sound Council of Governments and to obtain acknowledgment of receipt of this notice of withdrawal. Section 2. From time to time members of the staff may volunteer their time and services to the Puget Sound Council WSS52100R -1- of Governments. Such volunteer activities are not a part of the job duties of the affected individuals, and the Council permits City employees to participate in the activities of the PSCOG so long as, but only so long as, the provision of their services to the Puget Sound Council of Governments is acknowledged by the PSCOG to be, volunteer services and not as participation by a representative of the City of Edmonds. Similarly, members of the City Council through their service on other regional governmental entities such as Snohomish County Transit, may from time to time be appointed as representatives of the other regional entity to the PSCOG. The Council specifically permits its members to so participate providing that the Puget Sound Council of Governments provides written acknowledgment that the Councilmember is appearing as a representative of the other regional entity and not of the City of Edmonds.
