A JOINT RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EDMONDS AND THE CITY COUNCIL OF THE CITY OF
MUKILTEO, WASHINGTON, COMMITTING TO WORKING
COOPERATIVELY WITH THE STATE IN REACHING SOLUTIONS
WHICH ADDRESS MUTUAL GOALS IN RELOCATING FERRY
TERMINALS IN THEIR CITIES
WHEREAS, the Cities of Edmonds and Mukilteo are located on
Puget Sound and their citizens, as well as those of South
Snohomish County, enjoy the environmental amenities provided
by water and mountain views and by public access to the
greatly limited supplies of Puget Sound waterfront; and
WHEREAS, the Cities of Edmonds and Mukilteo share a role as
host cities for the WSDOT ferry terminals and have
experienced over the years increasingly heavy traffic to the
point where they are now the second and third largest ferry
runs in the State system; and
WHEREAS, projections of regional growth show that ferry
vehicular and pedestrian ridership will continue to increase
by 80% to 100% over the next few decades; and
WHEREAS, the Cities of Edmonds and Mukilteo have
consistently sought to protect and enhance their waterfront
amenities which have a major influence on their cities'
quality of life; and
WHEREAS, the Cities of Edmonds and Mukilteo feel that the
present ferry terminal locations are outdated and need to be
re- located to meet present and future regional growth needs;
and
WHEREAS, ferry traffic in the Cities of Edmonds and Mukilteo
creates a number of significant negative impacts including
traffic and pedestrian safety, delays and disruption of
local vehicular and pedestrian traffic, separation of the
waterfront from the commercial core, and the utilization of
residential neighborhoods for all day commuter parking; and
WHEREAS the WSDOT 1990 Plan specifically recognizes the
importance of local plans in the siting of new or
reconfigured major State highway transportation facilities,
and has in the past recognized the importance of impacts on
local communities and has expended vast sums in to mitigate
such impacts; and
WHEREAS the Cities of Edmonds and Mukilteo have taken the
position that upgraded present ferry facilities will further
increase the negative impacts and are therefore best located
at areas other than the existing locations; and
WHEREAS the Cities of Edmonds and Mukilteo are committed to
working cooperatively with the State in reaching solutions
which address mutual goals;
NOW THEREFORE IT BE RESOLVED THAT:
The Cities of Edmonds and Mukilteo will work cooperatively
to achieve the following goals:
1. Protection of their unique and fragile waterfront
environments.
2. Planning for ferry facilities which achieve community
goals while at the same time meeting the operational
needs of the State Highway system to the greatest
extent possible.
3. Monitoring of and participation in regional and State
actions which affect the planning and implementation of
ferry system changes.
4. Achieving a wider and better understanding of, and
legislative support for, the positions held by the
Cities of Edmonds and Mukilteo, and positively
influencing any decisions which affect the ferry
facilities in the respective cities.
5. Sharing of information which will help the Cities of
Edmonds and Mukilteo achieve their goals.
6. Integration of the objectives of the two cities into
county and regional comprehensive planning efforts.
7. Assisting the State in securing funding for facilities
which mitigate local impacts and achieve local goals
and future needs of the State Ferry System.
