RESOLUTION NO. 682
A RESOLUTION. OF THE CITY COUNCIL OF THE CITY
OF EDMONDS, WASHINGTON, REAFFIRMING AND RE-
ENACTING RESOLUTION NO. 678, FINDING THAT
ANNEXATION OF CERTAIN UNINCORPORATED .AREAS
CONTIGUOUS TO THE CITY WOULD, BE IN THE BEST
INTEREST AND GENERAL WELFARE OF THE CITY OF
EDMONDS AND CALLING FOR AN. ELECTION TO BE HELD
TO SUBMIT TO THE VOTERS OF SUCH UNINCORPORATED
AREA A PROPOSAL FOR ANNEXATION; DESCRIBING THE
BOUNDARIES OF THE AREAS TO BE ANNEXED; STATING
THE NUMBER OF VOTERS RESIDING IN SAID AREA AS
NEARLY AS MAY BE ASCERTAINED FROM THE RECORDS OF
THE COUNTY; PROVIDING THAT THE COSTS OF ELECTION
SHALL BE PAID BY THE CITY; AND AUTHORIZING
PROCEEDINGS BY THE SNOHOMISH COUNTY BOUNDARY
REVIEW BOARD.
WHEREAS, the City Council of the City of Edmonds passed
Resolution No. 678 on August 16, 1988, calling for an election on
the annexation of territory commonly known as the Olympic View
and.Esperance Annexation Area, and
WHEREAS, a determination of nonsignificance (DNS)
issued by the City's SEPA Responsible Official for the annexation
was appealed and the City Council, based upon the recommendation
of the Hearing Examiner, has upheld issuance.of the DNS, and
WHEREAS, having completed the environmental review
process, the City Council now desires to reaffirm its commitment
to annexation of the Olympic View.and.Esperance Annexation Area
and to have proceedings by the Boundary Review Board initiated at
the appropriate time to assure a November 1989 election date,
now, therefore,

THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
Section 1. Resolution 678. Resolution No. 678 of the
City Council of the City of Edmonds, passed by the City Council
on August 16, 1988, is hereby ratified, reenacted and .reaffirmed
in all respects.
Section 2. Findings. The City Council finds that the
best interests and the general welfare of the City of Edmonds
would be served by the annexation to the City of certain
unincorporated areas of the County .contiguous to the City, known
as the Olympic View and Esperance Annexation Area and more
particularly described in Section 3 below.
Section 3., Boundaries.. The boundaries of -the area to'.
be annexed and the legal description thereof are set forth. on
Exhibit A attached hereto and incorporated herein by this
reference as if set forth in full.
Section 4. Voters. The number of registered voters
residing within the area proposed for annexation, as nearly as
may be determined from available County records is 5,754.
Section 5. Election Called For. The City Council of
the City of Edmonds, Washington, hereby calls for an election to
be held to submit to the voters of the unincorporated area
described on Exhibit A, the proposal for annexation.
Section 6. Election Date. The date of said election
is to be determined by the Snohomish County Auditor and Snohomish
County Commissioners following and subject to affirmative action

by the Snohomish County Boundary Review Board. It is the desire
of the City Council of the City of Edmonds that said election be
held, if possible, in conjunction with the general election to be
held on the 7th day of November, 1989, but in no event later than
December 31, 1989.
Section 7. Costs. The City of Edmonds shall bear all
costs of the annexation election.
Section 8. Zoning. Property within the annexation
area shall be zoned to the City zoning classification which is
most analogous to the existing zoning designations established by
Snohomish County. All persons shall have a full opportunity to
be heard concerning, any changes in zoning classification which
might affect their property..
Section 9. Indebtedness. The City of Edmonds will not
require the citizens of the annexation area to assume any portion
of the present bonded indebtedness of the City.
Section 10. Duties of City Clerk. The City Clerk is
hereby directed to file a certified copy of this Resolution with.
the Board of Snohomish County Commissioners and to file an
additional certified copy of this Resolution with the Snohomish
County Boundary Review Board.
Section 11. Notice of Intention. The City of Edmonds
shall file a notice of intention with the Snohomish County
Boundary Review Board for the annexation of the area set forth in
Section 3 of this Resolution, paying the initiator's fee, and
shall request a review by said Boundary Review Board, paying the
fee required by statute.

Section 12. Notice. The notice of annexation election
shall describe the boundaries of the area described in Section 3
of this Resolution, as may be modified by the Boundary Review
Board, shall state the objects of the election as stated in this
Resolution, and shall require the voters to cast ballots which
shall contain the words "For Annexation" and "Against Annexation"
or words equivalent thereto.
