A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EDMONDS, WASHINGTON, FINDING THAT ANNEXATION
OF THE UNINCORPORATED AREA KNOWN BY THE PRECINCT
NAMES OF ANN, CHAPEL, CHASE, DALE, EATON,
FIRDALE,.FERSHEE,'• ;GATE, GLEN, HOLLY, LANE, PARK,
RIDGE, ROB, SNOLINE, SPRING, SUMMIT, WOOD AND
YOST, TO THE CITY WOULD BE IN THE BEST INTEREST
AND GENERAL WELFARE OF THE CITY OF EDMONDS;
CALLING FOR AN ELECTION TO BE HELD TO SUBMIT TO
THE VOTERS OF SUCH UNINCORPORATED AREA A
PROPOSAL FOR ANNEXATION; SUGGESTING THE BALLOT
TITLE FOR SUCH ANNEXATION; DESCRIBING THE
BOUNDARIES OF THE AREA TO BE ANNEXED; STATING
THE NUMBER OF VOTERS RESIDING IN SAID AREA AS
NEARLY AS MAY BE ASCERTAINED FROM THE RECORDS OF
THE COUNTY; PROVIDING THAT THE COSTS OF ELECTION
SHALL BE PAID BY THE CITY; AND CALLING FOR THE
COUNTY COUNCIL TO SET AN ELECTION DATE OF
NOVEMBER 7, 1989, ON THE ANNEXATION PROPOSAL
PURSUANT TO RCW 35A.14.050.
WHEREAS, Resolutions 678 and 682 of the City of Edmonds
passed by the City Council on August 16, 1988, and February 7,
1989, respectively, each call for an election in the area known
by the precinct names of Ann, Chapel, Chase, Dale, Eaton,
Firdale, , "Fershee, Gate, Glen, Holly, Lane, Park, Ridge, Rob,
Snoline, Spring, Summit, Wood and Yost, as an annexation area in
order to determine whether the area should be annexed to the City
of Edmonds, and
WHEREAS, both resolutions called for the filing of a
Notice of Intent to Annex with the Snohomish County Boundary
Review Board (hereinafter "the BRB"), and
WHEREAS, on June 13, 1989, the BRB approved the
annexation pursuant to Chapter 36.93 RCW, and
WHEREAS, an appeal of the BRB approval by the Olympic
View Water and Sewer District was decided in favor of the

annexation on August 31, 1989, by Judge John F. Wilson of the
Snohomish County Superior Court, and
WHEREAS, the City Council of the City of Edmonds wishes
to confirm its commitment to annexation after successful
resolution of the appeal and urge the County Council 'to act
expeditiously in setting the election date pursuant to RCW
35A.14.050, Now, Therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
Section 1. Findinas. The City Council finds that
the best interests and general welfare of the City of Edmonds
would be served by annexation to the City of certain unincorpo-
rated areas of the County contiguous to the City, known by the
precicnt names of Ann, Chapel, Chase, Dale, Eaton, Firdale,
,;Fershee';; Gate, Glen, Holly, Lane, Park, Ridge, Rob, Snoline,
Spring, Summit, Wood and Yost, and more particularly described on
Exhibit A -attached hereto and incorporated herein by this refer-
ence as if set forth in full. As provided in Resolutions 678 and
682, the City Council reaffirms its commitment to annexation of
this area.
Section 2. Election Called For -- Ballot Title
Suggested. Pursuant to RCW 35A.14.015, the City Council of the
City of Edmonds, Washington, hereby calls for an election to be
held to submit to the voters of the unincorporated area described
on Exhibit A, the proposal for annexation. The Notice of
Election shall particularly describe the boundaries of the area
proposed to be annexed, state the objects of the election as
stated in this resolution, and require the voters to cast ballots
which shall contain the words "For Annexation" or "Against
Annexation" or words equivalent thereto. The following ballot
title and language are suggested:
PROPOSITION NO. 1
Annexation to City of Edmonds
Shall the unincorporated area of Snohomish County
bounded on the West by the current town limits of the
Town of Woodway, on the South by the Snohomish -King

County line and on the North and, East by the current
Edmonds city limits, commonly known and designated by
precinct names including .Ann, Chapel, Chase, Dale,
Eaton, Firdale,;,Fershee, Gate, Glen, Holly, Lane, Park,
Ridge, Rob, Snoline, Spring, Summit, Wood and Yost, be
annexed to, and become part of, the City of Edmonds?

Against Annexation [ ]
The County Council and the County Auditor are hereby
authorized to utilize the above language, or to make such changes
in the same as may be necessary to meet the requirements of the
State law, for purposes of conducting the annexation election.
Section 3. Election Date. The date of the election
is to be determined by the Snohomish County Auditor and the
Snohomish County Council pursuant to RCW 35A.14.050. The City
Council of the City of Edmonds urges the County Council to act
expeditiously so that said election can be held, if possible, in
conjunction with the general election to be held on the 7th day
of November, 1989, but in no event later than December 31, 1989.
Section 4. Duties of City Clerk. The City Clerk is
hereby directed to file a certified copy of this Resolution with
the Snohomish County Council and to file additional certified
copies of the Resolution with the Snohomish County Boundary
Review Board and the Snohomish County Auditor.
Section 5. Boundaries. The boundaries of the area
to be annexed, and the legal description thereof are set forth on
Exhibit A attached hereto and incorporated herein by this
reference as if set forth in full.
Section 6. Voters. The number of registered voters
residing within the area proposed for annexation, as nearly as
may be determined from available County records, is 5,754.
Section 7. Zoning. Property within the annexation
area shall be zoned. to the City zoning classification which is
most analogous to the existing zoning designations established by
Snohomish County. All persons shall have a full opportunity to

be heard considering any changes in zoning classification which
might affect their property.
Section 8. Indebtedness. The City of Edmonds will
not require the citizens of the annexation area to assume any
portion of the present bonded indebtedness of the City.
