RESOLUTION NO. 691
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EDMONDS, WASHINGTON, AMENDING RESOLUTION NO.
673 TO CLARIFY THAT THE DELEGATION OF SIGNING
AUTHORITY TO THE MAYOR INCLUDES APPROPRIATE
STAFF PERSONS AS HE MAY DESIGNATE, INCLUDING THE
DELEGATION OF AUTHORITY TO THE CITY ENGINEER TO
EXECUTE AUTHORIZATIONS FOR PROGRESS PAYMENTS
WITH RESPECT TO FEDERAL GRANTS.
WHEREAS, the City Council by Resolution No. 673
delegated to the Mayor signing authority to execute instruments
with respect to the administration of grant funds for the
reconstruction of the City's sewerage system, particularly the
new secondary sewer treatment facilities, and
WHEREAS, as a matter of course, the Mayor has delegated
the authority to the City Engineer to execute authorizations for
progress payments, and
WHEREAS, the City Council wishes to clarify that its
designation of the Mayor includes the power to delegate to the
City Engineer signing authority with respect to matters
particularly within his field of expertise, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
Section 1. Resolution No. 673 is hereby amended to
clarify that the delegation of powers to the Mayor as administra-
tive head of the City to execute documents with respect to the
administration of grant funds in the construction and

reconstruction of the City's sewage treatment plant, including
the secondary sewage treatment facilities to which the grants
relate, includes the ability to delegate authority to appropriate
staff members to execute documents relating to matters within
their particular fields of expertise. The City Engineer is and
has been specifically authorized to execute authorizations for
progress payments and other matters relating to the engineering
and construction aspects of the secondary sewage treatment plant.
