Resolution 671sss _y 0006.04001A WSS50373O WSS /naa 12/23/87 R: 01/15/88 RESOLUTION NO. 671 A RESOLUTION OF THE CITY COUNCIL OF EDMONDS, WASHINGTON, DECLARING SUPPORT FOR THE REGULA- TION OF SOLID FUEL BURNING DEVICES IN THE CITY OF EDMONDS AND DIRECTING ESTABLISHMENT OF AN EDUCATIONAL PROGRAM RELATING TO THE USE OF SUCH DEVICES. WHEREAS, there has been a significant increase in the installation and use of solid fuel burning devices within the City of Edmonds; and WHEREAS, such solid fuel burning devices may emit harmful air borne pollutants and these emissions combined with recurring atmospheric stagnation tend to produce conditions which were detrimental to the health of the people of the City of Edmonds; and WHEREAS, it is recognized and established that to combat the extensive use of solid fuel burning devices and to control, reduce and prevent air pollution caused by wood stove emissions in order to protect the health, safety and welfare of the citizens of Edmonds, it is necessary to educate citizens concerning the use of such solid fuel burning devices; and WHEREAS, it is necessary to educate citizens about the need for mandatory curtailment of the use of solid fuel burning devices during periods of impaired air quality, it is recognized that mandatory curtailment is the only strategy which has been shown to be effective in reducing high pollution impacts in the use of solid fuel burning devices, and it is also recognized that mandatory curtailment is the only strategy which provides for both the attainment of health related pollution standards and the continued use of wood stoves, inserts and fireplaces; and WHEREAS, it is deemed to be in the public interest that the City of Edmonds educate its citizens about existing and future regulations for the installation and operation of solid fuel . burning devices; and WHEREAS, the City Council desires to support the terms and provisions of the Washington Clean Air Act, RCW Chapter 70.94, by educating the citizens of the City of Edmonds in regard to the terms and provisions of the Washington Clean Air Act; and WHEREAS, the City Council desires to support and assist all efforts of the Puget Sound Air Pollution Control Agency in regulating solid fuel burning devices, NOW, THEREFORE,THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. It shall be the stated policy of the City of Edmonds to support the regulation of solid fuel burning devices in the City of Edmonds by the creation and implementation of reasonably crafted regulations at the State level. Section 2. The staff of the City of Edmonds are hereby directed to establish an educational program in order to provide information to the public about: A. The effects of wood stove emissions on health and air. quality; B. Methods of achieving better efficiency in emission performance from wood stoves; C. Wood stoves that have been approved by the Department of Ecology; and - 2 - Nit D. Mandatory curtailment of burning during periods of impaired air quality. Section 3. The City Council of the City of Edmonds supported the efforts of the Puget Sound Air Pollution Control Agency in enforcing the terms and provisions of the Washington Clean Air Act, RCW Chapter 70.94, and encourages the agency to implement any action which will improve the quality of air in the City of Edmonds.
