Resolution 6740006.9000 WSS /imm 03/15/88 RESOLUTION NO. 674 A RESOLUTION ACCEPTING THE REPORT OF THE PUGET SOUND COUNCIL OF GOVERNMENTS ENTITLED THE SOUTH SNOHOMISH SR- 99 CORRIDOR STUDY, REQUESTING A SPECIFIC REPORT FROM SAID GROUP REGARDING STEPS NECESSARY TO IMPLEMENT SUCH STUDY AND GIVING ITS CONDITIONAL ENDORSEMENT THERETO. WHEREAS, traffic congestion in the SR -99 Corridor in south Snohomish County and its impact on economic development are major concerns of residents, business people, elected officials, and transit operators; and WHEREAS, significant increases in population and employment are expected over the next 13 years in and around the SR -99 Corridor in south'Snohomish County, as evidenced by current trends and as quantified by the adopted Puget Sound Council of Governments (PSCOG)' Year 2000 Population and Employment Forecasts; and WHEREAS, the traffic generated by the growing population and commercial development adds to the current congestion problems; and WHEREAS, the South Snohomish SR -99 Corridor Study was undertaken by the PSCOG in cooperation with WSDOT, the city of Lynnwood, Snohomish County, the city of Edmonds, and Community Transit in order to identify needed improvements on SR -99 between SR -525 and SR -104; and WHEREAS, the SR -99 recommendations are being considered for acceptance and endorsement by the Lynnwood City Council, the Edmonds City Council, the Mountlake Terrace City Council, the WSS50502R -1- Snohomish County Council, the Community Transit Board, and the Snohomish Subregional Council; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. The City Council of the City of Edmonds accepts the South Snohomish SR -99 Corridor Study (herein after Study) as submitted by the Puget Sound Council of Governments developed in cooperation with the Washington State Department of Transportation and. directs its review by the . City staff in conjunction with the City Planning Board. Following review, said staff and Planning Board are directed to report to the Council regarding the recommendations contained in the Study, the relation of recommendations to the City's comprehensive plan and the previously approved report of the City's Task Force regarding SR- 99 and the effect of such recommendations upon the City, its budget, its public works improvement plan, and its residents. Section 2. The City Council requests that the Washington State Transportation Commission review the recommendations but notes that its approval is specifically withheld and requests further that no steps be taken to implement its recommendations until such time as the City Council has had an opportunity to review the Study in light of the recommendations of its staff and planning commission.
