Resolution 6790006.110.025 WSS /jib 10/25/88 RESOLUTION NO. 679 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, REAFFIRMING THE EXISTING POLICY OF COOPERATION BETWEEN -THE CITY OF EDMONDS AND CITIES, COUNTIES AND OTHER GOVERNMENTAL UNITS WITHIN THE PUGET SOUND REGION. WHEREAS, the City Council of the City Edmonds is, from, time-to time, requested to join in various resolutions of intent stating that the City will proceed in a with other concomitant public governmental WHEREAS, the City Council has ac clear positive statements of its spirit.of ing and participating in a wide variety of ties; and spirit of cooperation entities; and lain and again provided cooperation by approv- inter- regional activi- WHEREAS, the City of Edmonds provides significant regional services to the citizens of King and Snohomish County by its maintenance of unique recreational facilities, such as its public beachs and its underwater park; and WHEREAS, the City has participated in numerous inter - local agreements to construct such facilities as the Meadowdale Play Field and other public improvements with the Cities of Lynnwood, Mountlake Terrace, and the other governmental entities of South Snohomish County and Snohomish County itself; and WSS50957R -1- WHEREAS, the City of Edmonds has been a leader in fostering interlocal cooperation in order to clean -up Lake Ballinger; and WHEREAS, the City of Edmonds has joined in a spirit of cooperation with other governmental entities in order to provide secondary sewage treatment to the South Snohomish County area; and WHEREAS, the City of Edmonds participates in a variety of: ". regional planning activities through the Snohomish - County Health District, Snohomish County Community Transit, The Puget Sound Council of Governments and its Sub - Regional Council and various other entities, including day to day planning activities, inviting comment regarding its- planning actions from other governmental entities and offering the. City's position with regard to activities and approvals in other jurisdictions; Now Therefore, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. The City Council of the City of Edmonds hereby reaffirms its ongoing policy of cooperation with the Cities, Municipal Corporations and Counties of the State of Washington and particularly those entities which exisit within South Snohomish County. The intent of the City of Edmonds is manifested daily by its network of interlocal agreements and ongoing cooperative efforts. The Council states its intent to continue- such. cooperation whenever possible and in the best WSS50957R -2- 1 R interests of the health, safety and welfare of the citizens of Edmonds. The Council, however, states as its policy, that it will defer approval of "agreements to agree" until such time as the ultimate obligations of each of the parties to such an agreement are clear. Section 2. The City Clerk is directed. to provide copies of this resolution to each of the Mayors and the City Council President of the Cities of South Snohomish County and to the Chairperson.of the.Snohomish County Council.
