Resolution 6600006.11054 WSS /naa 05/04/87 RESOLUTION NO. 660 ESTABLISHING THE CITY OF HEKINAN, AICHI PREFECTURE, JAPAN, AS THE SISTER CITY OF THE CITY OF EDMONDS, WASHINGTON, AND MAKING PROVISION THEREFORE WHEREAS, the City of Hekinan has graciously extended its invitation to join with Edmonds as international sister cities, and the City of Edmonds is honored by the invitation, and WHEREAS, the City Council has received the report of its Sister City Committee,Dolores Uhlman, president, outlining its progress report and near -term objectives for establishing and developing a sister -city relationship with the City of Hekinan, and WHEREAS, the Council finds that the City of Hekinan, Japan, is a progressive port city with a population of approximately 60,000 persons, which shares many common interests and characteristics with the City of Edmonds, and WHEREAS, Council finds that establishment of a sister -city relationship with Hekinan, Japan, will provide many useful, educational and cultural benefits for the citizens of both sister cities, and WHEREAS, the City Council wishes to encourage educational, cultural, sports, technical and government exchanges between the sister cities in order to acquaint its citizens with the cultural and political diversities of the world and to provide the community at large with a project of international scope, and WHEREAS, the City Council wishes to encourage international trade and tourist development between the City of Edmonds and the City of Hekinan, thereby benefitting its citizens, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, HEREBY RESOLVE AS FOLLOWS: Section 1. City of Edmonds hereby adopts, and welcomes the City of Hekinan as its Sister City. City Council states its intention to affirmatively pursue development of the sister city relationship so that it may broaden the cultural ties between Edmonds and Hekinan and through the years develop firm and lasting friendships. The Council :states its commitment to the mutual enhancement of common cultural, political, sports and educational endeavors through the exchange of visits of its citizens, particularly the mutual exchange of the City's youth, through cultural, sports and educational exchanges. Section 2. Council instructs its sister -city committee to present an annual budget request to the City as a part of the annual budget process in such reasonable sums as may be necessary to initiate, broaden, strengthen and enhance the social, cultural, educational and trade ties between the City of Edmonds and the City of Hekinan. The Council hereby approves an annual budget for fiscal year 1987 in accordance with the estimate prepared and presented by its - 2 - mayor and council president and instructs the administrative services director to incorporate such changes in his semi- annual adjustments of budgets. Section 3. City Council hereby states that it is pleased and honored to have been selected by the City of Hekinan, Japan, as the city with whom Hekinan would establish a sister -city relationship. It welcomes the citizens of the City of Hekinan into the relationship and encourages the citizens of the City of. Edmonds to develop social, cultural, educational, political and sports ties with the City of Hekinan and hereby states its commitment to encourage such activities as a part of its official policy.
