WSS /naa 11/19/86 R: 12/09/86 RESOLUTION NO. 651 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDMONDS, .WASHINGTON, APPROPRIATING AND AUTHORIZ- ING EXPENDITURES FOR THE PROMOTION OF TOURISM WI'T'HIN THE CITY OF EDMONDS THROUGH THE CITY'S TOURISM COMMITTEE AND ITS MUNICIPAL ARTS COMMISSION UNDER THE TERMS AND CONDITIONS SET FORTH HEREIN WHEREAS; the City Council has established the 120 Fund to be known as the Tourism Promotion Fund for the purposes of promoting tourism within the City of Edmonds for all purposes provided by State law, and WHEREAS, the City Council by its resolution has previously directed that 25% of its revenues from the Hotel /Motel .Special Excise Tax authorized by RCW Chapter 67.28 by committing 25% of said funds to the Municipal Arts Commission for any lawful purposes set forth under RCW Chapter 67.28, and WHEREAS,:the City Council wishes to provide a similar amount to the City's newly appointed Tourism Committee in order to provide for the promotion of tourism in accordance with said statute, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. That 25% of the revenues and accumulated interest earnings, if any, of the- Hotel /Motel Special Excise Tax authorized by RCW Chapter 67.28 are hereby authorized for use by the Tourism Committee and Municipal Arts Commission to be expended in accordance with the provisions of RCW Chapter 67.28 provided, however, that in order to provide a stable source of funding, the City Council hereby specifically provides that in no event shall the amount contributed to said Committee and Commission be less than an amount set by the annual budget, adjusted to reflect any amount advanced during January of the budget year. In the event that the Hotel /Motel Special Excise Tax revenues as forwarded to the Tourism Promotional Fund are insufficient to provide the minimum budgeted amount, additional funds shall first be taken from the unappropriated balance of the 120 Fund or from such other source as the Council shall direct by its amendment of the annual budget. Section 2. All expenditures by the Tourism Committee and the Municipal Arts Commission shall be expended and expressly limited to the purposes set forth in Council Resolution 630, paragraph 3, which originally set forth the purposes of the Tourism Promotional Fund, as well as all requirements of state and local law. The Administrative Services Director is authorized to advance sums in accordance with the budget, following the adoption thereof, and to make any adjustments in future advancements in order to reflect the actual revenues from the Hotel /Motel Special Excise Tax.
