RESOLUTION NO. 620
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDMONDS, WASHINGTON, ESTABLISHING A MORATORIUM
ON THE ISSUANCE OF BUILDING PERMITS FOR THE
ERECTION OF SATELLITE DISH ANTENNAE,
ESTABLISHING THE LENGTH OF SAID MORATORIUM AND
FIXING A TIME WHEN SAID MORATORIUM SHALL BEGIN
WHEREAS, the City Council of the City of Edmonds finds
the regulated construction of satellite dish antennae poses a
potential hazard of blight and damage to the. aesthetic climate of.
the City, and
WHEREAS, the City :Council has previously referred this
matter to its Planning Commission for review and recommendation,
and
WHEREAS, the Council finds that the continued
construction of satellite dish antennae prior to..the date of
return of the report of. the Commission could pose a danger of
irrevocable harm to the City by fostering blight through the
vesting of rights, now, therefore
THE CITY COUNCIL OF THE CITY_OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
Section 1. Effective immediately upon the passage of
this resolution a moratorium is levied upon the issuance of
building permits to construct, erect or maintain a satellite dish
antennae on or upon any property within the City. The City staff
is hereby instructed to immediately cease and desist from
accepting any applications with respect to the construction,
erection or maintenance of the satellite dish antennae. Any
applications received prior to the passage of this resolution
shall be processed in accordance with the regulations in effect
at the dte of application.
Section 2. This resolution shall remain in force from
and after its passage for a period of three months, to be defined .
as ninety (90) calendar days. Upon the expiration of that
period, this.moratorium shall immediately cease unless extended
by the specific action of this Council or terminated sooner. It
is the intention of the City Council that this moratorium.remain
in effect no longer than is necessary in order for the Council to
receive the report of its Planning Commission, to consider said
report along with any proposed regulatory measure relating to
satellite dish antennae, to hold any public hearing as may be
necessary and to finally consider and dispose of any ordinance or
resolution relating thereto. Upon final consideration of any
legislative measure relating to satellite dish antennaes, it is
the intention of the Council to immediately lift this moratorium.
RESOLVED this 4th day of June , 1985.
