A RESOLUTION OF THE CITY(OF EDMONDS, WASHINGTON,
AMENDING RESOLUTION NO. *-114 ESTABLISHING A SMALL
WORKS ROSTER AS AUTHORIZED BY RCW 35A.40.210.
WHEREAS, the Washington legislature has amended the
dollar amount requiring the calling of bids for public works,
improvements or purchase, and,
WHEREAS, the Washington legislature has amended the
provisions regarding the use of a small works roster and awarding
of contracts under a small works roster, and
WHEREAS, the City Council of the City of Edmonds
desires to impose guidelines for bids on public works,
improvements or purchases which are consistent with state law,
now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
Section 1. A small works roster and award of a con-
tract thereunder may be used for contracts of up to $100,000.
Section 2. Whenever work of an estimated cost of
$100,000 or less is done by contract and the City uses the small
works roster, the City shall invite the proposals of at least
five appropriate bidders, if available, and whenever possible,
invite at least one proposal from a minority or woman contractor
who shall otherwise qualify.
Section 3. When awarding a contract under the small
works roster, once the bidder has been afforded an opportunity to
bid, that bidder shall not be afforded another opportunity until
all other appropriate bidders have been afforded an opportunity
to bid.
Section 4. When awarding a contract under the small
works roster, the estimated cost of which is $100,000 or less,
the City shall award the contract to the bidder submitting the
lowest responsible bid.
