Resolution 630r� 12/5/85 WSS /naa RESOLUTION NO. 630 ESTABLISHING A TOURISM PROMOTIONAL FUND, SETTING FORTH LIMITATIONS ON THE USE THEREOF, PROVIDING FOR RECOMMENDATIONS REGARDING THE USE THEREOF BY THE EDMONDS ARTS COMMISSION, AND PROVIDNG STAFF DIRECTION. WHEREAS, the City Council has imposed a lodging tax in accordance with the provisions of RCW 67.28, and WHEREAS, among the restricted purposes for which such funds may be used is the promotion of tourism within the City of Edmonds, and WHEREAS, the City Council finds and determines that tourism may be promoted and advanced by providing funds to promote and advertise local cultural events, and WHEREAS, the Council desires to set aside a portion of the lodging tax proceeds for such purposes and to administer said funds with the direction and recommendation of the City's Arts Commission, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. The Council hereby directs the Administrative Services Director to set aside one quarter of the proceeds derived from the lodging tax levied in accordance with Chapter 4.85 of the Edmonds City Code. Said proceeds shall be held in a fund established for that purpose and entitled the Tourism Promotional Fund. Section 2. Said fund shall be expended in accordance with the limitations imposed by RCW Chapter 67.28 and E.C.C. Chapter 4.85 for the purpose of promoting tourism by providing promotional and advertising subsidies to local cultural and artistic events. By providing such funds it is the finding of the Council that such events may thereby attract tourists from beyond the immediate Edmonds area. Those funds budgeted yearly for the promotion and advertisement of activities of the Arts Commission shall be administered through the Community Services Director or his designee. Said funds shall be expended through the normal purchasing procedures of the City on the basis of an annual budget submitted by the Arts Commission and approved by the Council. Section 3. The Council directs that additional expenditures from Tourism Promotional Fund for funds not utilized in the promotions of the Arts Commission under Section 2 shall be administered in conjunction with and on the recommendation of the Arts Commission. To that end, the Arts Commission is hereby directed: A. On a regular basis, and at least yearly, the Arts Commission shall seek proposals from any group, profit or nonprofit, which offers cultural or artistic events in the City of Edmonds; B. The Arts Commission shall review said proposals and recommend to the Council proposals for funding the promotional and advertising of said events in order to attract tourism. In reviewing all proposals and making its recommendations, the Arts Commission is directed to consider the potential of a particular event to attract tourism, the relative cost of such promotion and the benefits which may be derived to the Community by attracting additional participants. C. All recommendations shall be reviewed by the Council. Funds approved shall be secured by a contract with the group sponsoring the event. Such contracts shall secure expenditure of the funds in conformance with State law and City ordinance and shall contain provisions designed to insure compliance through reasonable audit procedures and review.
