Resolution 588RESOLUTION NO. 588. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, AUTHORIZING APPLICATION FOR FUNDING ASSISTANCE FOR AN OUTDOOR RECREA- TION PROJECT TO THE INTERAGENCY COMMITTEE FOR OUTDOOR RECREATION AS PROVIDED BY MARINE RECREATION ACT. WHEREAS, the City Council of the City of Edmonds, Washington, has approved a comprehensive Park and Recreation Plan which identifies a Park in the bowl portion of the City commonly known as "B rackett's Landing" as a high priority improvement project, and WHEREAS, under the provision of the Marine Protection Land Act, State and Federal funding assistance has been authorized and made available to aid financing the cost of improvements for parks and the construction of outdoor recreation facilities of local public bodies, and WHEREAS, the City Council of the City of Edmonds, Washington, declares it is in the public interest and public health, safety, and welfare to improve the jetty and certain other features at Brackett's Landing Park in the bowl portion of the City for park and recreation purposes, now, therefore, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON HEREBY RESOLVE AS FOLLOWS: Sect on­l. The Mayor is hereby authorized to make formal application to the Interagency Committee for Outdoor Recreation for Funding Assistance. Section 2. Any fund assistance so received shall be used in the construction of improvements at Brackett's Landing, consisting of reconstruction of the rock jetty, construction of walkways, tide pools, lighting, open shelter, landscaping, interpretive signs and displays, and other such improvements as shown in the grant application. Said improve- ments shall be used for public recreation. Section 3. Any property or improvements acquired or constructed through the Interagency Committee for Outdoor Recreation shall be placed in use as an outdoor recreation facility and be retained as such in perpetuity unless other- wise provided for or agreed to by the City, the Interagency Committee for Outdoor Recreation and any affected Federal agency. Section 4. A copy of this Resolution shall be certi- fied by the City Clerk and form a part of the formal applica- tion to the Interagency Committee for Outdoor Recreation. Sect &n '5. The City Council of the City of Edmonds, Washington, further states its intention to fund improvements in one or an appropriate combination of the following manners: A. The City is seeking monies under a grant from the Department of Natural Resources for purposes of improving the Brackett's Landing Jetty and providing marine interpretive signs and features in the amount of $50,000. B. The City is seeking monies from the Lynnwood Rotary Club in the amount of $100,000 for purposes of improving - 2 - Brackett's Landing Jetty and other park features and improvements. C. In the event that the City is not successful in obtaining the grant monies enabling it to seek the matching funds, the City may obligate other local public and private sources of funding available to the City including force account and volunteer labor in accordance to the Interagency Committee grant application policies, to the extent of 50 percent of the cost involved.
