RESOLUTION NO. 522
A RESOLUTION OF THE CITY OF EDMONDS, WASH-
INGTON, OPPOSING METRO'S SELECTION OF A
SITE ON NORTH 205TH STREET FOR CONSTRUCTION
OF A "NORTH OPERATING BUS BASE."
WHEREAS, the Municipality of Metropolitan Seattle
(Metro) currently plans the construction of a bus base in
north King County designed to service approximately 35 per-
cent of Metro's public transportation operation, and
WHEREAS, Metro is presently considering two pieces
of property for the ultimate location of this bus base, one
of which is located on North 205th Street and First Avenue
North immediately south of the Snohomish County Line and
within 500 feet of the south shore of Lake Ballinger, and
WHEREAS, the proposed base would cover approximately
20 acres with an 80,000 square foot maintenance and opera-
tions building, bus fueling and washing buildings, and
approximately 20 acres of parking area imperviously surfaced
and intended for the parking of 400 buses and employee park-
ing, all of which will be fully illuminated at night and is
to include landscaping and acoustic barriers, and
WHEREAS, the City Planning Department and Library
have received copies of a draft environmental impact state-
ment setting forth the adverse impacts and mitigating actions
to be taken with respect to air and water quality, soils,
flora and fauna, aesthetics, noise, light and glare, land
use, economics, transporation, traffic, risk of explosion,
and energy, and
WHEREAS, the City Council has held two public hear-
ings on the North 205th Street site on March 9, 1982, and
March 30, 1982 at which time public input was received
regarding the adverse environmental impacts of such a bus
base such as increased water runoff from the site and its
impact on Lake Ballinger, serious noise generated from the
bus yard, substantially increased traffic on North 205th
Street, the incompatibility of a light industrial use in a
residential neighborhood, that such a facility would contrib-
ute no benefit to the community and that there will be
increased air pollution to the area, and
WHEREAS, there is already a $1.6 million project
supported by the Cities of Mountlake Terrace, Lynnwood and
Edmonds, the Counties of Snohomish and King, the Water
Quality Division of Metro, the State Department of Energy,
and several federal agencies as well as local citizens groups
and other interested individuals designed to study and take
what remedial steps are necessary to rehabilitate Lake
Ballinger the quality of which has been deteriorating as the
result of rapid urbanization, and
WHEREAS, the City Council finds that the draft
environmental impact statement prepared in consideration of
the North 205th Street bus base site is incomplete and

inadequate for failing to set forth the impacts such a bus
base would have on surrounding property values and for fail-
ing to properly provide for the mitigation of noise generated
by such a bus base, and
WHEREAS, the City Council finds that in other
projects in the past which had a water runoff impact on Lake
Ballinger and in which state of the art water separation
facilities were installed, that the water quality of Lake
Ballinger has nevertheless continued to deteriorate and that
the Environmental Impact Statement does not address ade-
quately how Metro will mitigate the water degradation caused
by the bus base, and
WHEREAS, the City Council finds that 244th/205th
Street cannot handle the additional volume of traffic to be
generated by the bus base, and
WHEREAS, the terrain of the proposed area is a
natural bowl which will allow the diesel fumes to accumulate
leading to a degradation of air quality and which will direct
the noise generated to the adjoining homes along Lake
Ballinger, and
WHEREAS, the Environmental Impact Statement makes
clear that the proposed site at 205th and lst Avenue North is
not cost effective, and thus would further burden the Metro
patrons and taxpayers, and

WHEREAS, because of existing agreements, the ability
to connect to existing sanitary sewers is unresolved, now,
therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
Section 1. The City of Edmonds hereby opposes the
construction of any bus base at the site located at North
205th Street and First Avenue North because of the substan-
tial adverse environmental impact such a development would
have upon the surrounding community and upon the water
quality and the level of Lake Ballinger and, therefore hereby
petitions the Municipality of Metropolitan Seattle to reject
such.site as a location for a bus operation base or any
similar facility.
Section 2. That a finding is hereby made that a bus
operations base at the North 205th Street Site would impose
adverse environmental impacts including the degradation of
water quality and air quality, increased noise and
congestion.
Section 3. That a further finding is hereby made
that such 20 acre site is better suited for residential
development because of the compatibility of such use with
existing surrounding land uses, with existing urban infra-
structure, and because residential development would best
take advantage of a lake view, and other existing amenities
of the area.

Section 4. That the City Clerk is hereby directed
to send certified copies to appropriate Metro officials and
furthermore that copies of this resolution be provided to the
Mountlake Terrace City Council, the Lynnwood City Council,
the Councils of King and Snohomish County, and all other
interested and affected agencies and individuals.
