RESOLUTION NO. 526
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EDMONDS, WASHINGTON, PROVIDING FOR THE
SUBMISSION OF AN ADVISORY BALLOT ON THE
QUESTION OF A PROPOSED FULL -TIME MAYOR TO
THE QUALIFIED VOTERS OF THE CITY AT A
SPECIAL ELECTION TO BE HELD ON NOVEMBER 2,
1982, IN CONJUNCTION WITH THE GENERAL ELEC-
TION TO BE HELD ON THE SAME DATE.
WHEREAS, there has been considerable interest and
debate in the City as to whether the Mayor should be required
to devote full -time to the duties of the office and be com-
pensated on a full -time basis, and
WHEREAS, the City Council finds that this issue is
of great importance to the citizens of the City and believe
that an advisory ballot should be placed on the November 1982
general election in order that the voters may express their
preference and the Council be guided in its decision thereby,
now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVE AS FOLLOWS:
Section 1. It is hereby found and declared that an
emergency exists requiring the calling of a special election,
and the Auditor of Snohomish County as ex officio supervisor
of elections for such county is hereby requested to find and
declare the existence of such an emergency. The Snohomish
County Auditor is hereby further requested to call and con-
duct a special election in the City of Edmonds, Snohomish
County, Washington, in the manner provided by law to be held

therein on November 2, 1982, in conjunction with the general
election to be held on the same day between the hours of 7:00
a.m. and 8:00 p.m. Pacific Standard Time for the purposes of
submitting to the qualified electors of the City for their
approval or rejection the question of whether or not the
Mayor should be required to devote full -time to the duties of
the office and be compensated on a full -time basis.
Section 2. The ballot title for the aforesaid prop-
osition shall be as follows:

Beginning January 1, 1984, shall the Mayor be required
to devote full -time to the duties of the office and
be compensated on a full -time basis?

Section 3. The City Clerk is hereby authorized and
directed to furnish to the Snohomish County Auditor a certi-
fied copy of this resolution.
