RESOLUTION NO. 537
SOLID WASTE MANAGEMENT STUDY
WHEREAS, the Solid Wast Management - Recovery and
Recycling Act, contained in Chapter 70.95 RCW, requires
all cities and all counties in Washington to prepare and
periodically update comprehensive solid waste management
plans, and;
WHEREAS, Edmonds has authority to collect and dispose
of solid waste, per Chapter 35.92 RCW, and;
WHEREAS, SNOHOMISH COUNTY. has authority to provide for
disposal of solid waste, per Chapter 36.58 RCW, and;
WHEREAS, the Interlocal Cooperation Act, contained in
Chapter 39.34 RCW, permits any one or more public agencies to
jointly perform any governmental service, activity or under-
taking which each public agency entering into the agreement
is authorized by law to perform, and.;
WHEREAS, Edmonds and Snohomish County may jointly
prepare one Solid Waste Management Plan, per Chapter 70.95.080
RCW to satisfy the planning requirements of both jurisdictions,
and;
WHEREAS, the public health, welfare and safety of the
residents of both Edmonds and Snohomish County require` -.bhesafe
and efficient disposal of solid waste, and;
WHEREAS, the final disposal of solid waste from.Edmonds
can be doen efficiently within the Snohomish County solid waste
management system of existing or planned facilities;,
NOW, THEREFORE, Edmonds does hereby agree to jointly
adopt with Snohomish.County the Snohomish County Solid Waste
Management Study dated September 30, 1982 and as presented
to the Council on November 23, 1982.
