COMMENDING ROBERT FRANKLIN FOR
HIS SERVICES TO THE CITY
WHEREAS, Robetrt Franklin was employed by the City o6 Edmonds on
August 1, 1978, on a temporary basis as a 6tarm water
management engineeAc, and because o6 his outstanding peA-
matrmance and dedication, on January 1, 1979, he was pro-
moted to the position o6 technicat studies engineer, and
