RESOLUTION NO. 475
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EDMONDS, WASHINGTON, CREATING A
SMALL WORKS ROSTER;.AND AUTHORIZING THE
DIRECTOR OF PUBLIC WORKS TO ESTABLISH
SAID.ROSTER AND PROMULGATE ALL NECESSARY
RULES AND REGULATIONS TO IMPLEMENT THE
SAME.
WHEREAS, RCW 35A.40.210 relating.to the procedures
for any public work or improvement contracts or purchases
for code cities over twenty thousand (20,000) population,
adopts RCW 35.22.620 by reference, and
WHEREAS, said RCW 35.22.620 provides in subsection
2 that the City of Edmonds may use a small works roster and
award contracts for $30,000 or less in accordance with the
provisions of said statute, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVE.AS FOLLOWS:
Section 1. It is the intention of the City Council
that there be established a small works roster pursuant to
RCW 35.22.620(2).
Section 2. The Director of Public Works is hereby
instructed and authorized to accomplish the following:
A. To establish a small works roster comprised of all con-
tractors who have requested to be placed on such a
roster;

B. For all contractors requesting.to be placed onssuch
roster to ascertain., if required by law, whether.they
are properly licensed or registered to perform such
work within the State;
C. Whenever such small works roster is used and the cost
of the work to be done is estimated to be $30,000 or
less, that proposals are invited from all appropriate
contractors on said roster;
D. Whenever.possible to invite at least one proposal from
a minority contracter who shall otherwise qualify under
this section;
E. To include in all such invitations-for-proposals an
estimate of the scope and nature of the work to be
performed and the materials and equipment to be fur-
nished;
F. To promulgate such necessary rules, regulations and
procedures as shall effectuate the purposes of this
resolution and provide.for the implementation of the
small works roster procedure, including establishment
of a procedure for removal of names from the roster of
those contractors found not to be responsible or who,
after having been awarded.such a contract, refuse to
perform the same.

Section 3. Contracts awarded pursuant to the
small works roster.procedure shall be to the lowest respon-
sible bidder.
