RESOLUTION NO. 476
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EDMONDS, WASHINGTON, CREATING A
PROCEDURE FOR THE INVESTIGATION AND DIS-
POSITION OF NEIGHBORHOOD DISPUTES AND
CITIZEN COMPLAINTS.
WHEREAS,.citizens of Edmonds frequently address the
City Council either in person or in writing concerning disputes
in their neighborhood or about complaints of concern to the City,
and
WHEREAS, it is the policy and intention of this
Council, and it is in the best interests of all parties concerned,
that all such disputes and complaints be investigated and settled
as expeditiously and effectively as possible, with due regard for
the safeguarding of the interests and rights of all persons
affected, and
WHEREAS, the Council recognizes that the initial efforts
to investigate and settle many disputes and complaints can be .
handled most effectively through the administrative process rather
than by legislative hearing; now, therefore
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVE AS FOLLOWS:
Section 1. It is the intention of the City Council that
there be established a procedure for investigation of disputes and
complaints presented to the City Council by citizens and that the
general intent is that such disputes be handled by the administration.
Section 2. Whenever a dispute or complaint is presented
to the City Council the Council shall first inquire concerning the

most effective method of investigating and resolving the matter.
Section 3. If it appears that the best way to proceed
with the matter is by administrative process the Council shall
request the Mayor to direct a member of the City staff to investi-
gate and attempt to resolve the matter.
Section 4. If the dispute or complaint involves actions
by persons which the City Prosecutor is reviewing or is likely to
review for the filing of a criminal complaint, the City Council
shall direct that the City Prosecutor supervise settlement efforts.
Section 5. In order to assure that all interested
citizens have an opportunity to express their views concerning any
complaint or dispute, whenever it is deemed appropriate an
"Informal Conference" shall be held for the purpose of eliciting
all the relevant facts and exploring possible methods of resolving
the matter. The Informal Conference shall be presided over by the
City Prosecutor or assigned staff member following notice to
interested persons and shall be held at times when it is most
convenient for a majority of persons to attend.
Section 6. Upon completion of administrative efforts to
resolve a dispute or complaint, a report of the matter shall be
submitted to the City Council accompanied by recommendations, if
appropriate, for Council action.
