RESOLUTION NO. 445
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDMONDS,
WASHINGTON TO JOIN OTHER CITIES IN THE FUNDING OF A JOINT
FEASIBILITY STUDY REGARDING POOLING OF RISK MANAGEMENT AND/
OR INSURANCE COVERAGE.
WHEREAS, the cost, availability, and adequacy of insurance
coverage for cities is a major concern to the City of Edmonds, and;
WHEREAS, joining together with other cities for joint self-
insurance and /or' joint purchase of insurance coverages is an alterna-
tive to conventional insurance purchase, claim, and risk management
procedures, and;
WHEREAS, the City of Edmonds is interested in obtaining infor-
mation regarding the cost and feasibility of joint self - insurance and/
or joint insurance purchase and joint claims and risk management, and;
WHEREAS, it is recognized that such information can best be ob-
tained through an analysis of the various questions involved in this
matter by a properly qualified insurance consulting firm acting under
the supervision of and pursuant to a contract with.an agency serving
the cities and having no financial interest in the outcome of the
study, and;
WHEREAS, the Association of Washington Cities is willing to
serve as project manager for such a study, and would provide such co-
ordination and monitoring services as may be required by such cities
as may join together to fund such a study, and;
WHEREAS, the City recognizes that funding by cities desiring
the benefits of such a study is necessary in order to assure the ob-
jectivity and prompt completion of the study; now, therefore,

THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, HEREBY
RESOLVES AS FOLLOWS:
Section 1. That the City of Edmonds wishes to fund, jointly
with other cities, a project to examine the feasibility, cost and
operating procedures of a pooling arrangement involving joint self -
insurance and /or joint purchase of insurance and joint claims and
risk management, such project to be controlled by representatives of
the cities providing funding.support, and managed and coordinated by
the Association of Washington Cities.
Section 2. That the Mayor is authorized to enter into neces-
sary agreements with the Association of Washington Cities to carry out
the intent of this resolution; and
Section 3. That the City of Edmonds shall pay to the Associ-
ation of Washington Cities the sum of $4,102.50 dollars as its propor-
tionate share of the costs of the study project on or before
June 30, 1979.
